The Commission on Human Rights (CHR) has condemned the attack in Sumisip, Basilan where two soldiers, who were providing security to a United Nations Development Programme mission in the area, died and several others injured.
The Armed Forces of the Philippines (AFP) has filed a protest against Moro Islamic Liberation Front (MILF) members who ambushed the soldiers.
In a statement, the CHR lamented that the act of violence not only disrupted the peace and stability that the province had worked so hard for, but also exacerbated the hardships faced by the communities.
"It is deeply concerning that such violence was inflicted while efforts were being made to uplift communities through non-combat operations. This blatant disregard for human life and security is unacceptable," the CHR said.
"This attack not only threatens peace efforts but also undermines the fundamental rights and well-being of the local population," it also said.
The CHR reminded all parties involved - both state and non-state armed groups - that they are bound by international human rights and humanitarian law to respect and protect human life.
At all times, the right to life, security, and dignity should remain a priority, and violence should never be used as a means to advance any agenda, it stressed.
It urged the leaders of the armed group responsible for the attack to fully cooperate with authorities in the ongoing investigation. "Impunity must not prevail, and those behind this act of violence must be held accountable," the CHR pointed out.
It also said that its regional office will continue to advocate for peacebuilding efforts by fostering dialogue and promoting respect for human rights, and will also work closely with the Western Mindanao Command to ensure that the victims and their families receive the necessary assistance.
