The Commission on Human Rights (CHR) has expressed alarm over the rise of criminality in Zamboanga City after the recent violent incidents in Region IX and Basilan.
"Security of persons against arbitrary deprivation of life is one of the vital responsibilities of the government to the populace. Ensuring that persons live in a society free from harm, conflict, or threats, is a shared responsibility amongst multiple government agencies and stakeholders," the CHR said in a statement.
It said that through its Regional Office IX, it has started its motu proprio (on its own initiative) investigations into multiple killings in Zamboanga City last January.
The commission is looking into the fatal attack against a couple in Boalan on Jan. 22 and the assault against the director of the Registry of Deeds in the city center on Jan. 31.
"These violent acts—carried out in broad daylight by individuals who brazenly defied the law—demonstrate a flagrant disregard for human dignity. CHR Regional Office IX strongly condemns these grave human rights violations and urges government stakeholders to take swift and decisive action to ensure a thorough and impartial investigation," the CHR said.
In April 29 2024, the CHR had issued a statement expressing grave concern over the rising criminality in Zamboanga City. While the police force has actively pursued investigations, there remains a sense of fear and insecurity among members of the community, it said.
Because of this, the CHR made a lounder call for law enforcement and the community to work hand in hand to foster a safer, more secure environment.
It enjoined survivors of abuse and violence to seek support from the commission.
