Natividad issued the statement in the wake of the viral video showing a group of minors physically assaulting a 13-year-old girl.
The City Social Welfare and Development Office (CSWDO) was alerted about the incident and immediately launched an investigation.
According to the initial report of Social Welfare Officer IV Jinky Joy Del Rosario, the incident took place on Jan. 30 at around 7 p.m., in Barangay San Gabriel, Malolos City. The victim, a 13-year-old girl, was allegedly accused of stealing the wallet of the mother of one of her attackers.
The youngest aggressor in the group was only six years old, while the oldest was 13 years old.
The disturbing video shows the young girl being repeatedly punched by a group of minors, mostly girls, while she cried helplessly. A concerned individual attempted to intervene but the attackers ignored her and continued the assault.
Natividad assured that the victim will receive counseling and psychosocial support from the CSWDO.
The Department of Social Welfare and Development (DSWD) Region 3 will provide financial assistance, while the families of the victim and the aggressors will undergo spiritual and moral values formation counseling.
The local government will also coordinate with the schools of the children involved to implement preventive measures against similar incidents.
According to the Malolos City Police, the altercation stemmed from accusations that the victim stole the wallet of one of the attackers’ mother.
A submitted video showed the young victim being dragged and repeatedly hit while a voice in the background demanded that she return the alleged stolen wallet.
The assault only ended when the victim’s older sister arrived at the scene.
In an interview with the police and media, the victim revealed that this was not the first time she had been attacked by the same group.
She claimed she had been assaulted four times on Jan. 30 at a playmate’s house. The girl denied stealing the wallet, insisting that the accusations were false.
Barangay officials stated that the mother of the aggressors was the first to file a complaint at the barangay hall, accusing the victim of theft.
The victim’s mother, deeply distraught by the incident, is considering filing a formal complaint against the parents of the children involved.
Meanwhile, the mother of the aggressors expressed regret over what happened and hoped for an amicable settlement, stating that she does not condone the actions of her children.
