House Speaker Martin Romualdez has led the filing of a measure that seeks to scrap excise tax on fuel products.
Read in plenary on Monday night, Feb 3 was House Bill (HB) No.11369, or the proposed Act removing the excise tax on fuel, amending for the purpose Republic Act (RA) No.10963, otherwise known as the Tax Reform for Acceleration and Inclusion (TRAIN) Law.
Authoring the bill aside from Speaker Romualdez were ranking solons Senior Deputy Speaker Pampanga 3rd district Rep. Aurelio "Dong" Gonzales Jr., Majority Leader Zamboanga City 2nd district Rep. Manuel Jose “Mannix” Dalipe, Committee on Accounts Chairperson Tingog Party-list Rep. Yedda Romualdez, and Assistant Majority Leader Tingog Party-list Rep. Jude Acidre.
Filed last Jan. 28, HB No.11369 has been referred to the House Committee on Ways and Means.
Excise taxes have been bloating pump prices of fuel. Currently, an excise tax of P10 per liter is being added to prices of gasoline, P6 per liter to prices of diesel, P5 per liter to prices of kerosene, and P3 per kilo of liquefied petroleum gas (LPG).
This is on top of the 12 percent value added tax (VAT) on fuel.
Incidentally, ways and means panel chairman Salceda is a principal author of the TRAIN Law. According to him, Congress has been considering fuel excise tax adjustment since 2023.
