CAMP ADDURU, Cagayan – A New People’s Army leader surrendered to authorities in Barangay Dagupan, Lal-lo, Cagayan on Sunday.

Police Brig. Gen. Antonio P. Marallag Jr., Police Regional Office-2 director, said the surrenderer, alias Ranny, Arman, Bago, Peping, and Kulot, was the vice commander of the Kilusang Rebolusyonaryo Cagayan Valley-Komprob Cagayan under the Henry Abraham Command.
He was listed as No. 4 on the Periodic Status Report on the Threat Groups watchlist for the fourth quarter of 2024 and No. 1 Most Wanted Person in the Cagayan Valley region.
Ranny led authorities to the location of an arms cache composed of 95 9mm dynamite, two improvised explosive devices, three CTG 40mm, one IED hand grenade, one IED (21mm length, 18mm width), one hand-held radio, one grenade hand MK2 fragmentation, 29 CTG caliber 5.56 ammunition, 100 5.56 links, four magazines for M14 rifle, one ammunition drum for K3, two bandoliers, one NDF flag, and one K3 semi-automatic rifle.
Ranny was served five warrants of arrest for robbery with arson, violation of Republic Act 11479 (Anti-Terrorism Act of 2020) with another separate case for robbery and robbery with arson, murder, attempted murder, and other mischief.
He is under the custody of the 2nd Cagayan Police Mobile Force Company pending transfer to the court of origin.
“This significant apprehension underscores our unwavering commitment to ending insurgency in the region. The voluntary surrender of a high-ranking CTG member, coupled with the recovery of substantial war materiel, is a substantial blow to the rebel group's capabilities," said Marallag.
Meanwhile, authorities arrested the barangay captain of Barangay Cabisera 14-16, City of Ilagan, Isabela in a buy-bust operation on Sunday.
The suspect Jose yielded one plastic sachet of suspected shabu and a handgun with nine bullets.
Jose is facing appropriate charges.
