Caloocan City policemen were relieved following an alleged unwarranted search of homes where the suspect in the killing of a woman reportedly escaped, a video of which had gone viral in social media.
Northern Police District (NPD) Director Col. Josefino Ligan said on Thursday, Feb. 27, that the Caloocan City Police Station (CCPS) is investigating the viral video which allegedly shows violations of domicile and illegal search during the hot pursuit operation.
CCPS Chief Col. Edcille Canals has ordered an immediate probe to determine whether procedural violations were committed.
He added that the officers involved have been relieved of their duties pending the investigation to ensure impartiality and transparency.
“The CCPS remains committed to professionalism and accountability. We urge the public to allow due process and report any relevant information to assist in the investigation,” he said.
The hot pursuit operation was launched by the operatives following the discovery of a woman victim with two gunshot wounds on the head in a drainage canal in Camarin, Caloocan City.
The victim was identified as "Raquel," 34.
Based on a police report, CCPS Sub-Station 10 received a call around 11 p.m. on Tuesday, Feb. 25, about the found body on Avocado St. corner Mangga St., Barangay 178, Camarin.
Residents reported hearing two consecutive gunshots but initially ignored the sounds. Later, they noticed a crowd gathering on the street and discovered Raquel’s lifeless body.
Authorities immediately launched a dragnet operation and began reviewing the CCTV footage to track down the suspect, described only as a man wearing a white t-shirt.
The operatives conducted a hot pursuit operation at a house, claiming the suspect had fled there.
A viral video circulating on social media captured a tense confrontation between police officers and residents.
The video, uploaded on Facebook by a user named “Raghine,” showed officers forcibly entering a house.
"Yan ang ginawa niyo sa bahay namin. 3 a.m., ng madaling araw, tulog lahat ng tao sa bahay! Sinira niyo ang gate namin at pilit kayong pumasok kahit wala kayong search warrant! (That's what you did to our house at 3 a.m. while everyone was asleep! You broke our gate and forced your way in even without a search warrant),” the uploader wrote in the caption.
“Nakakalungkot na yung serve and protect na inaasahan natin sa mga kapulisan napalitan na ng takot at pangamba dahil sila pa yung laman lagi ng mga balita ngayon. Accountability and justice must be served. Tumatak na sa maraming Pilipino especially sa mga taong uhaw sa hustisya na "Police are one of the most Criminal and dangerous GANG in the philippines (sic) (It's disheartening that the "Serve and Protect" we expect from the police has been replaced with fear and anxiety, as they are frequently in the news for the wrong reasons. Accountability and justice must be served. For many Filipinos, especially those who seek justice, the idea has taken root that the "Police are one of the most criminal and dangerous gangs in the Philippines),” it added.
Another video showed a heated argument between a woman and a police officer.
The woman accused the police of disturbing their household while the officer defended their actions, claiming they were pursuing a fleeing suspect.
