"We are enraged by the barbaric act done against the dog named Tiktok from Negros Occidental," she said in a statement on Wednesday, Feb. 26.

"Such cruelty to an innocent creature has no place in our civilized society. What will stop the perpetrators from shooting humans next time?" she added.

According to the Animal Kingdom Foundation, Tiktok was rescued by Bach Project, and is currently confined and receiving treatment. Bach Project said there is currently a P65,000 reward for those who can identify the suspects behind the incident.

It added that Sen. Joseph Victor "JV" Ejercito also chipped in P15,000 to the reward.

Poe called on the residents in the area to help the local government unit and animal welfare groups in finding the individuals who harmed Tiktok.

"Those found liable deserve to be punished under the law," she said.

"The disturbing incident should prompt us to pass the revised Animal Welfare Act that we are pushing to put more teeth in the current law and capacitate the barangay to be more responsive to cases of animal cruelty and neglect," she added.

Poe mentioned that there is still time to pass this when Congress returns to session and they hope that their colleagues will not let pass this chance to do a compassionate act.

A few weeks ago, she urged her colleagues in Congress to pass the revised Animal Welfare Act in the 19th Congress to put a halt to the grim reality of violence against animals unfolding every day.

"I now call on this chamber: Let us act with compassion and urgency. By passing the Revised Animal Welfare Act, we take a firm stand against cruelty and ensure that every animal in our country is treated with the care and respect it deserves," she said.

"They say a dog is a human’s best friend. Well, before this Congress adjourns, let’s make it clear—humans are a dog’s best friend, too. And not just dogs but all other animals," said Poe, who takes care of seven dogs in her home.

The proposed law will amend the Animal Welfare Act of 1998, a crucial legislation as it helped raise awareness and established legal safeguards to prevent animal abuse.
