DSWD launches donations portal for faster, transparent humanitarian aid process

The Department of Social Welfare and Development (DSWD) has launched the “Kaagapay” Donations Portal, which offers a faster and more transparent way for the public to support local social welfare initiatives.

DSWD-Partnership Building and Resource Mobilization Office Assistant Secretary Ana Maria Paz Rafael said on Monday, Feb. 24 that a key feature of the portal is its direct donation process.

Unlike traditional systems, donations made through the Kaagapay portal will go straight to recipients and ensure that funds reach those in need as efficiently as possible.

“From the very start, our intention was very clear—to make the donation process easier for every good Samaritan out there. Not just for people wanting to help with our disaster response relief operations, the centers and residential care facilities (CRCFs) that we are running, social welfare and development agencies (SWDAs), and a directory of local government units engaged in humanitarian response whom we consider as partners,” Rafael said.

She explained that the portal’s dashboard allows donors to track the progress of their contributions in real-time, with full transparency about the amount raised and the number of donors involved.

She said the platform also connects donors to SWDAs, commonly known as private organizations, non-governmental organizations, and civil society organizations that offer essential services to vulnerable communities.

Under this feature, the organizations will have their work, history, and service areas displayed on the portal, making it easier for donors to understand the impact of their contributions, she added.

Rafael said that in addition to offering a seamless donation process, the website integrates popular payment systems like Maya and GCash, which will simplify the donation experience.

For disaster-related donations, the portal accepts only cash contributions via digital payments to avoid the distribution of poor-quality perishable goods to affected areas, she also said.

For those wishing to donate in-kind, the portal enables direct deliveries to DSWD-run CRCFs or SWDAs.

The system will link donors to partner courier services for easy logistics, with the cost of delivery covered by the donor through digital payment.

The Kaagapay Donations Portal is part of a series of digital initiatives unveiled by the DSWD during its 74th anniversary celebrations, held from Feb. 17 to 21, under the theme “Bawat Pamilyang Pilipino ay Mahalaga sa Bagong Pilipinas.”
