Six Bulacan LGUs recognized for child-friendly governance
Six Local Government Units (LGUs) in Bulacan were honored during the 2023 Child-Friendly Local Governance Audit (CFLGA) Passers and Seal of Child-Friendly Local Governance Conferment Ceremony on Tuesday, Feb. 18, in San Fernando, Pampanga.

Malolos City Mayor Christian Natividad, along with City Social Welfare and Development Office (CSWDO) chief Lolita Santos, received the award.
Natividad confirmed that the Regional Sub-Committee for the Welfare of Children (RSCWC) in Central Luzon awarded a total of 99 LGUs out of 137 (72 percent) in the region.
The recognition highlights their commitment to creating and implementing programs that foster a safe and nurturing environment for children.
Mayor Jocell Vistan-Casaje of Plaridel, Mayor Maritz Ochoa-Montejo of Pulilan, Mayor Vergel Meneses of Bulakan, Mayor Agay Cruz of Guiguinto, and Mayor Leonardo Valeda of Obando also received the award.
The awarding ceremony was attended by representatives from the Council for the Welfare of Children (CWC), Department of Social Welfare and Development (DSWD), Department of the Interior and Local Government (DILG), Department of Education (DepEd), Department of Health (DOH), and National Nutrition Council (NNC).
The CFLGA was launched in 2014 by the DILG and CWC in response to a 2012 study titled “Towards More Effective Local Councils for the Protection of Children (LCPCs) in Child Rights-Responsive Governance in the Philippines.”
The program serves as a results-based assessment tool conducted annually to evaluate the LGUs' efforts in implementing child welfare programs.
During the ceremony, DILG Regional Director Anthony Nuyda, CESO III, commended the LGUs for their dedication to promoting children's welfare.
He encouraged them to continue developing programs that enhance the well-being of young people.
DSWD Assistant Regional Director Maribel Blanco, Vice-Chairperson of RSCWC III, emphasized the importance of child welfare, by saying that "there can be no keener revelation of a society's soul than the way in which it treats its children."
She reaffirmed the CFLGA's role in prioritizing children's well-being through innovative programs and responsible governance.
"No child should be left behind," Blanco stressed.
Other officials who delivered messages during the event included Atty. Rolen Paulino Jr., Mayor of Olongapo City (Awardee); Atty. John Paul Balmores, Mayor of Pura, Tarlac (Awardee); and Undersecretary Angelo Tapales, Executive Director, Council for the Welfare of Children.
The recognition of these LGUs underscores their commitment to protecting and uplifting the lives of children through sustainable and community-driven initiatives.
