Memorandum Circular (MC) No. 77, signed by Executive Secretary Lucas Bersamin on Feb. 13, mandates all government offices, government-owned and controlled corporations (GOCCs), and local government units (LGUs) to participate in the commemoration actively.

The private sector is also encouraged to extend its cooperation in marking the historic occasion.
According to the circular, the occasion aims to "celebrate the freedom fought for by our forefathers, the future they dreamt for the nation, and the history we aim to remember and honor."

A Steering Committee led by the National Historical Commission of the Philippines (NHCP) will oversee and coordinate the activities for the event.

The directive aligns with Republic Act No. 10086, or the Strengthening Peoples' Nationalism Through Philippine History Act, which declares it a policy of the State to adopt measures that will promote nationalism, love of country, and respect for its heroes.

The circular takes effect immediately.
