ILOILO CITY – Former Capiz Gov. Esteban Evan “Nonoy” Contreras has appealed the ruling of the Ombudsman that found him guilty of violating the Government Procurement Reform Act.

He disclosed this after a memorandum by the Department of the Interior and Local Government (DILG) was released to the public last week.
Contreras, who is again running for governor in the May elections, said that this was not a new case when the decision came out in 2023.
The administrative case pertains to the Personal Protective Equipment supplies procured by the Contreras administration during the pandemic.
Contreras said that the ruling does not disqualify him from holding public office.
He explained that the penalty is only salary deduction for six months. However, this could not be done since Contreras is no longer the governor.
Contreras also said he has not paid the penalty pending the decision of his motion for reconsideration.
