Alvarez claps back at House colleagues, defends filing of raps vs Speaker

Davao del Norte 1st district Rep. Pantaleon Alvarez on Monday, Feb. 17, defended himself after he was called out by his House colleagues for allegedly not having the right to file charges against the House Speaker over issues surrounding the 2025 national budget since he did not raise any concern during the measure's deliberations.

For Alvarez, his non-participation in the hearings did not give Speaker Martin Romualdez and others "the license to commit crimes".

Recently, Taguig 2nd district Rep. Pammy Zamora said Alvarez was "guilty of legislative estoppel" and questioned his move of eading the filing of falsification of legislative documents against Romualdez before the Office of the Ombudsman.

"It’s very ironic that Mr. Alvarez barely participated in the non-stop budget hearings that we’ve had for the 2025 budget, whether sa (in the) committee level or sa (in the) plenary. Wala naman siyang ni-raise na concern (He didn't raise any concern)," Zamora said.

Majority Leader Mannix Dalipe also criticized Alvarez, when he said that the latter "had every opportunity to raise objections, question allocations, and point out any supposed infirmities during plenary discussions, yet, he did not".

To this, Alvarez gave the following retort: "While we have to respect Rep. Zamora’s and Majority Leader Dalipe’s opinion, perhaps it would be wise for both of them to go back to law school."


There was also no such thing as legislative estoppel, he argued.

Alvarez wondered out loud how could he participate in the hearings if he was not even part of the bicameral conference committee.

Alvarez accused his fellow lawmakers, including Zamora, Dalipe and 1-Rider Party-list Rep. Rodge Gutierrez, for being "drunk on power", just like whenever they would cite in contempt resource persons in House quad-committe (quad-comm) hearings.

Alvarez also said that the filing of the charges against the Speaker did not happen just because the Hous impeached Vice President Sara Duterte.

He said they had to prepare their complaint, that's why it only came after Duterte's impeachment.


“Sa loob ng dalawang linggo, naihanda namin yung reklamo... Mabilis nga yung mga pangyayari (Within two weeks, we were able to file a complaint... Actually everything happened so fast)," he said.
