CSC reiterates election period guidelines on personnel transfers, hiring
The Civil Service Commission (CSC) has issued a reminder of the personnel restrictions imposed during the 2025 election period, in line with the guidelines outlined in the Commission on Elections (Comelec) Resolution No. 10999.
These restrictions are implemented to ensure a fair and impartial election process and prevent undue influence in government operations during the election season.
In accordance with the election rules, the CSC said transfers or reassignments of personnel are prohibited from Jan. 12 to June 11 unless prior approval is obtained from the Comelec.
The hiring of new employees and the promotion of existing ones are also suspended from March 28 to May 11. The suspension includes the creation of new positions, salary increases, and the granting of other privileges.
However, exceptions can be made for positions deemed essential for public safety or national security, but these also require Comelec's approval.
The CSC also noted that any appointments made by outgoing officials after the election, until June 30, will be considered invalid unless they comply with legal requirements.
It said violations of these personnel restrictions could result in voided appointments or charges for election offenses.
The CSC has urged all government agencies and human resources officers to adhere strictly to these rules to ensure a fair and transparent public service during the election period.
The 90-day campaign period for senatorial candidates and party-list groups officially began on Tuesday, Feb. 11, and will run until May 10.
Meanwhile, candidates for the House of Representatives and other local positions will begin their 45-day campaign on March 28, lasting until May 10.
The 2025 midterm elections will be held on May 12.
