PNP nabs co-accused of Harry Roque, Cassandra Ong in POGO trafficking case

The Philippine National Police (PNP) announced on Tuesday, Dec. 30, the arrest of a co-accused of former presidential spokesperson Harry Roque and businesswoman Katherine Cassandra Li Ong in connection with the alleged human trafficking and exploitation of Philippine Offshore Gaming Operator (POGO) employees during a manhunt operation in Angeles City, Pampanga.
Police Maj. Gen. Robert AA Morico II, acting director of the PNP Criminal Investigation and Detection Group (CIDG), identified the suspect only through his alias, “Boss Terry,” 44, a Chinese national and the alleged administrative officer of Lucky South 99 Outsourcing, Inc., an alleged POGO hub that operated in Pampanga.
The suspect was apprehended around 11:30 a.m. on Dec. 29 by joint teams from the CIDG Regional Field Unit-National Capital Region (CIDG RFU NCR), CIDG Quezon City District Field Unit (DFU), CIDG Regional Field Unit in Central Luzon (RFU-3), Bureau of Immigration (BI), National Intelligence Coordinating Agency in Central Luzon (NICA-3), and Central Luzon Police Regional Office (PRO-3).
“‘Boss Terry’” is one of the administrative officers of Lucky South 99, and allegedly in-charge in torturing erring Chinese POGO employees,” the CIDG said in a statement.
Morico said the arrest forms part of a nationwide manhunt for Roque, Ong, and 49 others who are subjects of a warrant of arrest for qualified trafficking in persons under Republic Act 9208, as amended. Bail was not recommended by the court.
The case stems from raids conducted in June 2024 at the Lucky South 99 following complaints filed by the CIDG Anti-Organized Crime Unit (AOCU).
Alias Boss Terry was the third arrested suspect linked to the operation of Lucky South 99.
Two other suspects were previously collared by the police namely alias “Marlon,” the alleged operations officer of Lucky South 99, who was captured in Mabalacat City on May 22; and alias “Mariano,” a security guard at the POGO hub, who was taken into custody in Clark on May 29.
“The arrest underscores the commitment of the unit in accounting for and arresting all wanted persons to help victims attain the justice they deserve,” Morico said.
Morico said the CIDG will continue efforts to apprehend all remaining suspects, including both local and foreign nationals.
Roque departed the Philippines for the Netherlands in March to seek asylum as he claimed that the charges against him were politically motivated.
Meanwhile, Ong had no record of leaving the Philippines, according to the Immigration, although Department of the Interior and Local Government (DILG) Sec. Jonvic Remulla previously disclosed that she may have gone back to China.
