Speaker Faustino "Bojie" Dy III has promised a groundbreaking change in the name of transparency at the House of Representatives in 2026.
Dy, in statement Tuesday, Dec. 30, said the House--through the help of the Department of Information and Communications Technology (DICT)--will take steps next year toward a paperless Congress as well as the use of blockchain technology.
He said the move ensures integrity, security, and transparency in the processes of the lower chamber--including the crafting of the national budget in the future.
"Once this transition is completed, we will be the first legislative body in Asia to adopt this technology," said Dy, who represents Isabela's 6th district.
"Ginagawa natin ito dahil naniniwala tayo na ang transparency ay hindi lamang isang adhikain o slogan; dapat po ito ay isinasagawa at isinasabuhay. Gaya ng aking sinabi noon, ako'y inyong pagkatiwalaan bilang Speaker; patuloy nating gagawin ang lahat ng makakaya upang gawin na mas bukas, mas malinaw at mas mapagkakatiwalaan ang Kongreso," he said.
(We are doing this because we believe that transparency is not only an aspiration or a slogan; it must be practiced and lived. As I said before, you entrusted me as Speaker; we will continue to do everything we can to make Congress more open, clearer, and more trustworthy.)
Blockchain technology is a way of keeping records that is shared, secure, and not controlled by a single authority. It is akin to a "public notebook" that everyone can see but cannot secretly erase or modify.
Each “page” is a block, and blocks are linked together in order—forming a "chain".
In the same statement, Dy acknowledged that the House still has to exert a lot of effort in order to regain the people's trust.
"Batid ko pong patuloy tayong naghahanap ng pananagutan. Nasa gitna tayo ng yugto ng ating kasaysayan kung kailan matindi ang pagkadismaya. Salamat po sa inyong patuloy na pasensya at pagbibigay ng pagkakataong makuha muli ang inyong tiwala. Gagawin namin po ang lahat para hindi po kayo biguin," he vowed to Filipinos.

"As we welcome the year 2026, may it bring us renewed hope and deeper faith. May it give us the courage to do what is right and the kindness to do it with love," the House leader added.
