The municipal government of Binangonan reminded its residents to be on the safe side rather than be sorry in welcoming the new year.
The office of Mayor Rhea Ynares said authorities have been making the rounds of public markets and stalls to check for violation of Republic Act 7183, the national issuance regulating the sale, manufacture, distribution and use of firecrackers and other pyrotechnic devices and similar local laws.
Vice Mayor Russel Ynares who is the Sangguniang Bayan's presiding officer, said Municipal Ordinance No. 005 Series of 2017 is also in place to ensure the provisions of the law is implemented by directing local authorities aside from the Philippine National Police to confiscate the illegal firecrackers and similar devices and apprehend violators.
Included in the ban is the sale and use of the so-called "boga" or an improvised cannon made of either PVC pipe, tin cans, or bamboo.
The municipal government said pellet guns or gun replicas may be confiscated by authorities as the items pose danger to human and animals as well.
Motor cycle users are also warned against modifying the muffler of the vehicle for the purpose of producing loud sound as such act is punishable by Municipal Ordinance No. 033, Series of 2025.
Violators may be issued a traffic citation ticket with corresponding fines from ₱1,500 to ₱2,500 respectively or their vehicle impounded should they be caught.
Several violators of the open muffler ordinance have been noted by the municipal government.
Violators of RA 7183, meanwhile could pay a fine ranging from ₱20,000 up to ₱30,000 as penalty, or imprisonment of six months to a year.
Instead of using illegal firecrackers, the residents are highly encouraged to be on the safe side by doing away with use of illegal noisemakers and instead wait for the town government’s sponsored fireworks display on January 1 at the municipal hall grounds.
Mayor Ynares said a grand fireworks display to welcome the new year will be held at 11 p.m. near the Binangonan Night Market on January 1.
Municipal employees are enjoined to attend the New Year Thanksgiving Mass at the 5th floor of the New Municipal Building at 8 a.m. on January 1 as part of the first day of the year activity of the municipal government.
