Majority of Filipinos back immediate ban on political dynasties, anti-infrastructure corruption body — survey

A majority of Filipinos support the immediate passage of a law banning political dynasties, while more than half also backed the creation of a fully empowered independent body to probe corruption in infrastructure projects, the latest Pulse Asia Research survey showed.
Pulse Asia conducted face-to-face interviews nationwide from Dec. 12 to 15, 2025 among 1,200 adults 18 years old and above, with a ±2.8% margin of error at the 95% confidence level. Estimates for Metro Manila, the rest of Luzon, the Visayas, and Mindanao have a ±5.7% margin of error.
In its December 2025 Ulat ng Bayan Survey, Pulse Asia said “majority of the country’s adult population (54%) is supportive of the immediate passage of a law against political dynasties.” 
It noted that support was strongest in Metro Manila at 69 percent, followed by the rest of Luzon and the Visayas at 59 percent each, as well as Class D at 57 percent.
The survey firm said public opinion in Mindanao was divided, with “34% agreement, 38% indecision, and 27% disagreement.” 
Among Classes C and E, Pulse Asia noted that “about the same percentages either agree with the passage of such a law or express ambivalence on the matter.” 
Nationally, the survey showed that “indecision is more pronounced than outright disagreement (27% versus 18%).”
The polling firm further reported that “a third of Filipino adults (33%) somewhat agree with the immediate passage of a law against political dynasties,” with similar views recorded among big pluralities in Metro Manila and Class D. 
In the rest of Luzon and the Visayas, Pulse Asia noted that “basically the same percentages very much agree, somewhat agree, or express ambivalence on the matter.”
The survey firm said majority support was also recorded for anti-corruption reforms in infrastructure projects. Pulse Asia said “most Filipino adults (52%) agree that the Congress should immediately pass a law creating a fully empowered Independent Commission Against Infrastructure Corruption (ICAIC).” 
Majorities in Metro Manila (67%), the Visayas (61%), the rest of Luzon (52%), Class D (54%), and Class E (51%) shared this view.
In Mindanao and among Class C respondents, Pulse Asia found that “practically the same percentages… either agree with having such a law or are undecided about it.” 
At the national level, “a third of Filipino adults (33%) are ambivalent on the matter,” while “the rest of them (15%) do not see the need for passing such a law immediately.”
More detailed responses showed that “around the same percentages of adults either somewhat agree with the immediate passage of a law creating the ICAIC or express indecision on the matter.” 
Pulse Asia added that “half of Metro Manilans (50%) somewhat agree with passing such a law forthwith.”
The survey results revealed that a majority of Filipinos favor immediate legislative action on banning political dynasties and strengthening oversight against corruption in infrastructure, even as significant levels of indecision persist in some regions and socio-economic groups.
