PBBM posts net –3 trust rating; VP Duterte retains positive score—survey

Public trust in President Marcos declined to a net –3 nationwide in November 2025, while Vice President Sara Duterte maintained a positive net trust rating of +31, the latest Social Weather Stations (SWS) survey showed
The survey was sponsored by Stratbase Consultancy.
Based on the Fourth Quarter 2025 SWS Survey conducted from Nov. 24 to 30, Marcos registered 38 percent much trust, 20 percent undecided, and 41 percent little trust, resulting in a net score of –3, down from +7 in September 2025 and +18 in June 2025..
In contrast, Duterte posted 56 percent much trust, 17 percent undecided, and 26 percent little trust, yielding a net +31, although this was lower than her +38 rating in June 2025.
“Given a sponsor-authorized release of commissioned survey items, SWS is disclosing pertinent survey results and technical details for the benefit of the public,” it said.
Trends
SWS data revealed that the Chief Executives’ trust ratings weakened across most regions in November.
In Metro Manila, Marcos recorded 36 percent much trust and 45 percent little trust, for a net –8, reversing his +11 rating in September.
In Balance Luzon, he posted a net +18, down from +22 in September.
Marcos continued to post negative trust scores in the Visayas at –7 and in Mindanao at –37, where 58 percent expressed little trust, against 20 percent much trust.
Duterte, on the other hand, remained strongest in Mindanao, where she earned 83 percent much trust and 9 percent little trust, translating to a net +74, although lower than her +86 peak in June.
She also posted positive net trust scores in the Visayas (+43), Balance Luzon (+12), and Metro Manila (+2), the latter marking a sharp decline from +34 in July 2024.
Methodology
SWS said the national survey involved 1,200 adults aged 18 and above, interviewed face to face nationwide, with 300 respondents each from Metro Manila, Balance Luzon, the Visayas, and Mindanao.
Sampling error margins were ±3 percent for national figures and ±6 percent for area estimates, it said.
“The area estimates were weighted by the Philippine Statistics Authority medium-population projections for 2025 to obtain the national estimates,” SWS said.
As such, SWS released the exact wording of the trust question, noting that responses were based on a five-point scale ranging from “very much trust” to “very little trust,” with “don’t know” and refused responses excluded from net calculations.
SWS underscored that it maintains full control over its survey operations.
“SWS employs its own staff for questionnaire design, sampling, fieldwork, data processing, and analysis, and does not outsource any of its survey operations,” it said.
