Who's naughty or nice? Leviste releases Cabral list on Christmas eve

Batangas 1st district Rep. Leandro Legarda Leviste released on Christmas eve, Wednesday, Dec. 24 the vaunted list of  Department of Public Works and Highways (DPWH) project proponents under the 2025 national budget that he received from the late undersecretary Maria Catalina Cabral.
Leviste took to Facebook to release 19 pages of paperwork thst broke down the DPWH budget per region, per district, with the proponents' names under the P6.326-trillion General Appropriations Act (GAA) that was prepared in 2024 during the previous 19th Congress.
The list was marked "As of 09/04/2025 6:03 p.m."--the supposed date that Leviste received it from Cabral.
He publicly released the list despite earlier saying that he would only do so if instructed by DPWH Secretary Vince Dizon.
Leviste has been alluding to the Cabral list as a "smoking gun" of sorts against his House colleagues who may have questionable project insertions in the current national budget.
Earlier this week, Bicol Saro Party-list Rep. Terry Ridon dared Leviste to release the list in full and not wait for Dizon's go signal. He slammed the Batangas solon for "confusing" the public with his "piecemeal" revelations.
Leviste had accused Ridon of making a  ₱150-million insertion to the DPWH budget last year even if the latter wasn't a congressman yet.
"Mabuting malaman ng publiko ang nilalaman ng DPWH budget upang maipagmalaki po natin ang ating mga proyekto (It’s good for the public to know the contents of the DPWH budget so we may boast about oir projects)," Leviste said in his Facebook post--a remark that may or may not be viewed as sarcastic, given his initial reluctance to release the list.
"Sana po ay hindi magalit sa akin ang aking mga kasamahan, at may iba rin naman pong sources tungkol sa DPWH budget (I hope that my colleagues won't get mad at me, anyway there are other sources of information on the DPWH budget)," he added.
Cabral reportedly died last Dec. 18 after falling into a ravine in Benguet. Authorities are currently looking into whether or not there was foul play in the incident.
Suffice it to say that her death has made the details of the list even more sought after.
While insertions or amendments to the budget aren't bad per se, the massive flood control projects corruption scandal--which is centered on DPWH projects--have demonized them to the public.
What's on the list
Leviste highlighted in particular the "allocable" amounts stated under "NEP RESTORED". He says these are annual earmarked amounts that a district congressman may allocate.
"Ang total ay ₱401.3 [billion] (na nadagdagan ng ₱30 [million] kada distrito sa 2025, ngunit nagkakaiba ang budget ng bawat distrito)," he said.
(The total is ₱401.3 billion, which in 2025 received an addtional ₱30 million per district, with different districts having varying budgets.)
'Bukod dito, may “Outside Allocable” naman na ina-allocate ng iba’t ibang mga proponents, kasama ang amendments (o insertions) sa House, Senate, Bicam, pati na rin sa NEP, kaya umabot sa ₱1.041 [billion] ang total budget sa FY 2025 GAA," the neophyte congressman noted.
(In addition, there is an “Outside Allocable” portion allocated by various proponents, together with the amendments (or insertions) from the House, Senate, Bicam, as well as the NEP, bringing the total budget in the FY 2025 GAA to ₱1.041 billion.)
The list released by Leviste didn't give a breakdown of the so-called allocables.
Since only district representatives were named, there were no 19th Congress senators on the list.
The NEP or National Expenditure Program is the basis of the budget measure that goes through the bicameral Congress.
