Government enacts policy guidelines accelerating socialized housing rollout

The Department of Human Settlements and Urban Development (DHSUD) strengthened its year-end housing drive through the release of the Implementing Rules and Regulations (IRR) of Joint Memorandum Circular 2025-001 with the Department of Economy, Planning and Development (DEPDev), setting a higher price ceiling for socialized housing.
Signed Monday by DHSUD Secretary Jose Ramon Aliling and DEPDev Secretary Arsenio Balisacan, the IRR was issued just three weeks after the circular was jointly released on Dec. 1.
Under the revised policy, the price ceiling for socialized housing is now set at P950,000 for horizontal or subdivision-type developments and P1.8 million for vertical or condominium units.
The updated ceiling addresses rising construction costs, maintains private sector participation, and ensures a steady supply of affordable homes nationwide.
Aliling said the swift crafting and issuance of the IRR demonstrates the Marcos administration’s commitment to delivering safe and affordable housing under the Expanded Pambansang Pabahay para sa Pilipino (4PH) Program.
"This IRR keeps housing delivery on track. We aligned policy with present conditions to remove uncertainty and maintain steady implementation. Both private partners and families deserve clear rules and consistent action," Aliling said.
"Due to the swift action of DHSUD and DEPDev, the IRR was issued in just three weeks, proving President Marcos Jr.’s commitment to helping more Filipino families secure their own homes," he added.
The IRR also clarifies agency responsibilities, strengthens inter-agency coordination, and reinforces compliance and monitoring standards for effective nationwide implementation of the Expanded 4PH Program.
Aliling emphasized DHSUD’s continued focus on people-centered policies and consistent execution to provide safe, quality, and decent homes for Filipino families.

With the IRR now in effect, DHSUD and DEPDev reaffirmed their joint responsibility to advance affordable housing and uphold dignified living conditions for Filipino families.
