The 20th Congress iteration of the House quad-committee (quad-comm) has been dormant so far, but Bicol Saro Party-list Rep. Terry Ridon has vowed that it will do right by the legacy of the late Antipolo City 2nd district Rep. Romeo Acop.
Acop's reported passing over the weekend has left the House of Representatives shaken, but more appreciative than ever of his work a overall vice chairman of the quad-comm during the previous 19th Congress.
"We extend our condolences to the family of Antipolo City 2nd district Representative Romeo Acop," Ridon said in a statement Sunday, Dec. 21.
"Representative Acop served as one of the leaders of the 19th Congress quad -committee, which investigated the nexus between criminal syndicates and government complicity and corruption," he noted.
"As a co-chair of the 20th Congress quad-committee, it is our commitment to continue his work, hold all involved parties to account, and pursue meaningful reforms in law enforcement and good governance," said the lawyer-legislator.
Last Aug. 5, the House adopted in plenary House Resolution (HR) No.106, titled "Resolution authorizing the Committees on Human Rights, Public Order and Safety, Dangerous Drugs, and Public Accounts to conduct a joint inquiry, in aid of legislation, to address emerging and unresolved issues brought forth by the joint investigation of the previous quad-committee during the Nineteenth Congress".
Collectively dubbed quad-comm version 2.0, the mega-panel are led by Manila 6th district Rep. Bienvenido Abante Jr., who chairs the Committee on Human Rights; Manila 2nd district Rep. Rolando Valeriano, chairman of the Committee on Public Order and Safety; Bukidnon 2nd district Rep. Jonathan Keith Flores, chairman of the Committee on Dangerous Drugs; and Ridon, chairman of the Committee on Public Accounts.
The resolution acknowledges the urgent need to revisit critical cases and address systemic problems that remain unrectified—particularly those involving allegations of extrajudicial killings (EJKs), abuse of authority, illicit activities tied to Philippine Offshore Gaming Operators (POGOs), and gaps in accountability across law enforcement and public agencies.
Initially formed in August 2024, the quad-comm held a total of 15 marathon hearings on these alleged interconnected issues.
The highest profile witness or resource person who attended the series of hearings was ex-president Rodrigo Duterte himself.
Endlessly monetized by enterprising vloggers, the quad-comm hearings gave its share of viral moments, and at its height was akin to a highly-rated television drama.
Quad-comm v2.0 has yet to hold a hearing in the current Congress.
