PNP probes senior HPG official accused of assaulting patrolman

The Philippine National Police (PNP) launched an investigation into allegations that a senior officer of the Highway Patrol Group (HPG) assaulted a patrolman during a Christmas party at Camp Crame in Quezon City, it was revealed on Friday, Dec. 19.
Acting PNP Chief, Police Lt. Gen. Jose Melencio C. Nartatez, Jr. said administrative and criminal charges may be filed if warranted.
The suspect, a colonel and chief of the HPG Investigation Management Division, was immediately relieved from his post and replaced “to ensure a fair and impartial investigation.”
The victim, a patrolman assigned to the Regional Highway Patrol Unit (RHPU)–NCR Intelligence Branch, claimed the colonel pointed a firearm at him, kicked him, and struck his head and upper lip with the gun’s butt.
He also alleged the officer appeared to be under the influence of alcohol.
Investigators said the incident occurred last Dec. 16.
Nartatez stressed that the relief of the police colonel is a procedural move and not a prejudgment of guilt. He added that discipline and accountability apply to all ranks within the PNP.
The HPG and the PNP Internal Affairs Service have begun inquiries, and the officer has been directed to submit a formal explanation. Findings of the investigation are expected next week.
If the allegations are proven, PLTGEN Nartatez said the officer could face administrative sanctions, including suspension or dismissal, and criminal charges if supported by evidence.
“Our policy is clear: the PNP spares no one, regardless of rank or position,” Nartatez said.
He emphasized that abuse of authority, intimidation, or violence has no place in the police force.
