Muntinlupa City Council OKs 3 ordinances granting incentives to employees
The Muntinlupa City Council approved three ordinances giving employees financial incentives based on an order and two circulars issued by the national government. .
Councilor Raul Corro, majority floor leader, announced that the approved measures were passed in a special session on Dec. 19, Muntinlupa’s 108th founding anniversary.
The three incentives are the Service Recognition Incentive (SRI), Productivity Enhancement Incentive (PEI), and Gratuity Pay to all regular and casual employees and job order and contract of service workers.
“The Sanggunian Panglungsod of Muntinlupa in a Special Session conducted at 10:30 AM today, December 19, 2025, approved three Appropriations Ordinances authorizing Mayor Rozzano Rufino Biazon to grant Service Recognition Incentive( SRI), Productivity Enhancement Incentive (PEI) and Gratuity Pay to all regular and casual employees and Job Order and Contract of Service Workers, including Kabalikat, BHW and other workers,” Corro posted on Facebook.
President Ferdinand R. Marcos Jr. earlier signed Administrative Order No. 40 dated Dec. 11, granting SRI to government employees.
For local government units (LGUs) under the order, “The grant of one-time SRI to employees in LGUS, including those in the barangays, shall be determined by their respective sanggunians depending on the LGU's financial capability, subject to the PS limitation in LGU budgets under RA No. 7160 or the ‘Local Government Code of 1991, as amended, and the conditions set forth in Section 2 hereof, at a uniform rate not exceeding P20,000,00 each, chargeable against their respective FY 2025 local government funds.”
For PEI, the Department of Budget and Management issued Circular Letter 2025-13, which states that “PEI shall be granted at a uniform rate of P5,000 for each qualified government employee.”
For gratuity pay, the DBM issued a separate budget circular, stating that “LGUs are encouraged to adopt in their respective offices the grant of the FY 2025 Gratuity Pay to workers whose services are engaged on a COS or JO basis, utilizing appropriate and available funding sources from their respective local government funds.”
The circular stated that the gratuity pay should not exceed P7,000 per person and those who have rendered less than four months of service will be given appropriate amounts.
