CEBU CITY – Why destroy roads that are still in good condition?
Danao City Mayor Nito Durano pointed this out when he rejected several infrastructure projects proposed by the Department of Public Works and Highways (DPWH) for implementation in 2026.
Vice Mayor Ivy Durano said the projects that the DPWH submitted to his father mostly involved road repair and re-concreting works on streets.
When Mayor Durano reviewed the proposed projects, the roads involved are still usable and in good condition.
The proposed projects were presented when the DPWH-Cebu Fifth District Engineering Office officials paid a courtesy call to the mayor’s office.
Part of the courtesy call was to seek permits to proceed.
Mayor Durano went on to decline to issue the required permits after noting that the proposed projects do not address the city’s priority needs.
“Sad to note, the projects that the DPWH submitted to Mayor Nito are not priority projects of the city,” Vice Mayor Durano said.
The vice mayor added that several of the projects focus on concreting roads that do not need major rehabilitation.
“Naa pa may daghan nga angay’ng sementuhon nga karsada sa Danao, nganong gub-on man ninyo ang maayo pa? (There are many roads in Danao that need to be concreted. Why destroy those that are still in good condition?)” the vice mayor quoted her father as saying.
Vice Mayor Durano shared that instead of approving the projects, his father wrote directly to the national government, including President Ferdinand R. Marcos Jr., to present Danao City’s priority infrastructure requirements.
In his letter, the mayor emphasized that recurring flooding incidents in the city have placed residents, property, and livelihoods at risk.
The mayor added that when typhoon "Tino" struck on Nov. 4, the Danao Bridge 1 in Barangay Taboc was severely damaged.
The repair of the bridge should be the one to be prioritized, the mayor said.
Under the proposed 2026 national budget, DPWH has programmed about P89.35-million worth of projects for Danao, including asphalting and widening works on the Cebu North Hagnaya Wharf Road, the retrofitting of Danao Bridge No. 2, and the completion of a DPWH district office building.
The mayor said these projects may be beneficial in general but are less urgent than bridge infrastructure needed for disaster risk reduction and public safety.
The mayor also cited the SIPAG Project for the construction of a road on C.P. Garcia St. in Danao City, which has already undergone bidding.
An inspection conducted by the city showed that the road is still in good condition. The DPWH was then informed about it.
The DPWH district engineer acknowledged the city’s findings, adding that the project could be canceled or terminated if the city declines to support its continuation.
