The Department of Education (DepEd) on Wednesday, December 17, announced that it has promoted 16,000 public school teachers under its Expanded Career Progression (ECP) Program, with another 41,000 poised for advancement --- marking a major milestone in recognizing and rewarding educators’ service while boosting morale across the country’s classrooms.
In a statement, DepEd said that under the leadership of Secretary Sonny Angara, it has officially promoted 16,025 teachers, with an additional 41,183 promotions currently being processed and awaiting approval from the Department of Budget and Management (DBM).
“Maraming guro ang matagal nang handang umangat (Many teachers have long been ready to move up),” Angara said. “Ang responsibilidad namin ay alisin ang sagabal at tiyaking gumagalaw ang sistema para sa kanila (Our responsibility is to remove the obstacles and ensure that the system works for them),” he added.
Angara noted that, as directed by President Marcos, no one should retire as a Teacher I. “Dapat nararanasan nila ang pag-angat habang nasa serbisyo pa (They should experience advancement while still in service),” he added.
More than a promotion
For Teacher Claire Eusebio of Magsaysay Elementary School in the Cordillera Administrative Region, who advanced to Teacher VI, the reclassification is “more than a promotion” because it “validates decades spent teaching and mentoring, even when I feared retiring as a Teacher III after 21 years of service.”
DepEd records show that of the 41,183 teachers in the promotion queue, 18,007 will achieve the maximum three-grade salary jump, while 29,017 will advance by one or two grades. Among those advancing three steps: 3,171 moved from Teacher I to Teacher IV, 3,374 from Teacher II to Teacher V, and 11,462 from Teacher III to Teacher VI. Additionally, 16,883 Teacher I positions will advance to Teacher III.
DepEd said the National Educators Academy of the Philippines (NEAP) will expand leadership and professional development programs to sustain the reform, ensuring that teachers continue to have opportunities for career growth.
Teachers nearing retirement will also be prioritized for reclassification and promotions, DepEd added.
DepEd also acknowledged the crucial contributions of Human Resource Management Officers, Teachers Credential Evaluators, and Merit Promotion and Selection Board members, who play a pivotal role in processing appointments and ensuring the smooth implementation of the ECP system nationwide.
For her part, Eusebio expressed her gratitude to DepEd for transforming the vision of career progression into real opportunities, restoring dignity and hope to teachers across the Philippines.
The ECP system reinforces DepEd’s commitment to building a motivated, skilled, and professionally recognized teaching workforce, ensuring that teachers’ dedication and service are rewarded during their active years.
