Valenzuela gov't breaks ground for flood catchment facility, park

The Valenzuela City government has started the construction of a new flood catchment facility in Barangay Dalandanan to ease flooding along major roads and provide safer walkways and bike lanes for residents.
The project, called the Panatag Active Transport Park and Flood Catchment Facility, was launched on Tuesday, Dec. 16.
According to the city’s Public Information Office, the project is designed to capture excess rainwater during heavy downpours and reduce flooding in nearby areas, including MacArthur Highway.
It added that the project, which is funded by the Department of Transportation (DOTr), addresses both flood mitigation and road safety concerns in the area.
Beneath the active transport park, a flood catchment basin capable of holding up to 3,000 cubic meters of rainwater will be constructed to help manage runoff during storms.
Above the basin, the project will feature a 1.3-kilometer protected lane for pedestrians and cyclists, keeping them safely separated from fast-moving vehicles.

A modernized jeepney stop will also be built to improve commuter access.
Mayor Weslie “Wes” Gatchalian said the project reflects the city’s approach of maximizing limited urban space through infrastructure that serves multiple purposes.
A representative from the DOTr described the project as an innovative design that strengthens flood control while improving commuter safety and climate resilience.
The event was attended by the representative of the DOTR Secretary, Usec. Mark Steven Pastor, PNR Chairman, Richard Peralta, PNR Assistant General Manager, Atty. Celeste Lauta, Dr. Alfredo Mahar Lagmay from UPRI, Vice Mayor Marlon Alejandrino, and Councilors Goyong Serrano, Mario San Andres, and Kisha Ancheta.
The Panatag project is expected to help reduce flooding, promote safer travel, and support healthier and more sustainable communities in the city.
