House Deputy Minority Leader Mamamayang Liberal (ML) Party-list Rep. Leila de Lima says it is incumbent upon the Bureau of Jail Management and Penology (BJMP) to guarantee the security of inmate Ramil Lagunoy Madriaga, whose affidavit has revealed "serious allegations" about Vice President Sara Duterte.
In a recent news forum, De Lima was asked about possible security issues with Madriaga after details of his affidavit--wherein he claimed that Vice President Duterte’s election campaign in 2022 was funded with money from Philippine Offshore and Gaming Operators (POGO) and drug dealers--leaked online.
"Hindi ko po masasabi yan (I can't ensure that)," De Lima said regarding the alleged ex-Duterte administration intelligence officer's safety.
"I think yung pamunuan (the leadership), the management of the BJMP facility, I think kailangan din nila to ensure (they need to ensure) the security of Mr. Madriaga, irrespective of what turns out from all of this," said the former senator.
"I think his security is a concern in the meantime na mayroon ganito na kailangan talaga tignan, i-scrutinize, i-look into those allegations (there are these allegations that need to be checked, scrutinized, and looked into)," De Lima stressed.
Madriaga is being held at BJMP facility in Bicutan, Taguig City.
Aside from claiming that POGO and drug money bankrolled Vice President Duterte’s 2022 campaign, Madriaga also alleged that the lady official tasked him to carry out cash deliveries involving billions of pesos to various individuals. He provided details of these transactions.
Madriaga claims that from 2022 to 2023, under the direction of Vice President Duterte, Col. Dennis Nolasco, and Col. Raymund Dante Lachica, he transported large amounts of cash including four duffle bags each containing P33 million to P35 million in confidential funds.
The recipients allegedly included a mayor in Laguna, a comedy bar where then-OVP spokesperson Reynold Munsayac was present, and a vehicle inside the Ombudsman compound, left for pick up.
He also claimed to have driven and left a white Toyota Vios with P80 million inside of it at SM Megamall.
In early 2020, Madriaga was allegedly instructed to move a Super Grandia containing P1 billion to a meeting point in Muntinlupa.
"I received a copy of the affidavit at syempre nakita ko, napaka-sensitibo, napakabigat ng kanyang mga akusasyon laban, hindi lang laban kay VP Sara kundi mayroon din siyang mga sinasabi tungkol sa dating Pangulo," De Lima said.
(I received a copy of the affidavit and of course I saw it, it is very sensitive, very serious in its accusations, not only against VP Sara but also containing statements about the former President.)
While De Lima noted that Madriaga executed a "duly-sworn affidavit", she still intended to do her due diligence.
"Bago ako, to take any action, let me first reserve any judgement, di ba? Kasi ang gusto ko pag mga ganitong mga bagay na maselan, sensitibo, ay maging maingat. So yun po ang sitwasyon," she said.

"It's a notarized, duly-sworn affidavit. So magiging kulang na lang ay yung ia-affirm niya in a proper forum (So the only thing left is for it to be affirmed in the proper forum)," the ranking solon noted.
