Department of Public Works and Highways (DPWH) Secretary Vince Dizon on Monday, Dec. 15, installed new directors of the Bulacan 1st District Engineering Office.
With the new appointments, Dizon said the office must take immediate action to end persistent flooding that has long plagued residents.
He also tapped retired Army General Rommel Tello as regional director of DPWH Central Luzon to strengthen oversight and ensure transparency in infrastructure and flood control projects across the region.
“Do not follow in the footsteps of your predecessors, our people in Bulacan need solutions, yes, they want accountability, but they also need solutions because they are suffering every day, practically six months a year, due to recurring floods,” Dizon said.
Kenneth Edward T. Fernando will serve as officer-in-charge district engineer of Bulacan 1st District.
He will be assisted by Paul Genar S.J. Lumabas, who was named assistant district engineer to help restore public trust and efficiency in flood control programs.
The urgency of reforms is heightened by the Commission on Audit’s (COA) four Fraud Audit Reports (FARs) filed with the Independent Commission for Infrastructure (ICI).
The reports uncovered irregularities in Bulacan flood control projects amounting to P297 million.
Former DPWH Bulacan engineers Henry Alcantara, Brice Ericson Hernandez, and Jaypee Mendoza were identified as key figures in the alleged kickback scheme.
They were involved in all four projects cited in COA’s reports, highlighting the need for stricter oversight and accountability under the new leadership.
