P7,000 gratuity pay approved for JO, COS workers; Mayor Isko thanks PBBM, Recto

Manila City Mayor Francisco “Isko Moreno" Domagoso, on Saturday, Dec. 13, expressed his gratitude to President Ferdinand “Bongbong” Marcos Jr. and Executive Secretary Ralph Recto for the timely issuance of Administrative Order No. 39, granting a one-time gratuity pay of up to seven thousand pesos to job order (JO) and contract of service (COS) workers in government.
Domagoso said the administrative order would provide much-needed relief to thousands of workers, especially during the holiday season.
He recalled that during the President’s visit to Baseco on November 27, he personally appealed for the fast-tracking of the order, stressing its immediate impact on JO and COS personnel who play vital roles in daily government operations.
The mayor noted that the City of Manila employs around seven thousand JO workers, many of whom serve as street sweepers, traffic aides, and frontline support staff.
“Malaking tulong po ito sa ating mga JO at COS (It's a big help for the JO and COS workers), especially those who quietly keep our city running every day. Maraming salamat po kay (Thank you very much to) Pangulong Marcos at kay Executive Secretary Recto for acting quickly on this, because many of them rely on this support, especially during the holiday season,” Moreno said.
Under Administrative Order No. 39, JO and COS workers who have rendered at least four months of satisfactory service as of Dec. 15, 2025, are entitled to the full seven thousand pesos gratuity pay, while those with shorter periods of service will receive pro-rated amounts.
The order covers JO and COS workers in national government agencies, state universities and colleges, government-owned or controlled corporations, and local water districts. It also encourages local government units to adopt similar gratuity schemes using local funds.
