Thousand of 'Bagong Bayani' receive direct gov't service through OFW Serbisyo Caravan 2025

Under the directive of President Ferdinand R. Marcos Jr., the Philippine government expanded its overseas assistance through the Bagong Bayani ng Mundo–OFW Serbisyo Caravan 2025, a multi-agency initiative led by the Department of Migrant Workers (DMW).
From June to October 2025, the caravan delivered on-site government services to overseas Filipino workers (OFWs) across 11 international cities, ensuring easier access to essential assistance abroad.
Designed as a one-stop service hub, the caravan brought together 18 national government agencies and one NGO, providing frontline services such as contract verification, welfare and legal assistance, documentation processing, insurance and social protection support, and national ID enrollment. This approach minimized the need for OFWs to visit multiple offices, saving time and resources.
From Hong Kong to Europe: A worldwide deployment
Guided by DMW Secretary Hans Leo J. Cacdac, the 2025 Serbisyo Caravan covered major OFW hubs worldwide. It officially opened in Hong Kong on June 8, 2025, followed by stops in Riyadh (July 18) and Osaka (July 20). The caravan then proceeded to Doha (July 25) and Dubai (August 3), serving large and active Filipino communities.
In Saudi Arabia, the initiative expanded its reach through Jeddah and Al Khobar (August 8–9 and August 15–16). East Asia was represented by Shanghai (September 13–14), while the European leg included London (October 10), Rome (October 11–14), and Milan (October 15–16)—cities with long-established Filipino populations.
Across these destinations, the government assisted 18,790 OFWs, reflecting strong participation and trust from Filipino communities abroad. A total of 31,638 government transactions were recorded, covering employment-related services, civil registry and national ID processing, social protection enrollment, and wellness assistance.
Collaboration across gov’t agencies
The success of the caravan was driven by strong whole-of-government coordination, with 18 agencies working side by side to provide seamless service delivery. Participating offices included Migrant Workers Offices, OWWA, Philippine Foreign Service Posts, DSWD, DTI, DICT, DOT, DA, Pag-IBIG Fund, PhilHealth, SSS, PSA, PAO, Land Bank, CFO, the Presidential Action Center, PRC, and LTO.
With multiple agencies present in one venue, OFWs were able to complete documents, seek legal and welfare support, and access financial and social services in a single visit—significantly reducing processing time and logistical burdens.
Beyond services: Community connection and support
Beyond administrative services, the Serbisyo Caravan fostered community engagement through cultural activities, shared meals, and gatherings that strengthened connections among OFWs. Wellness zones offering medical checks, hydration stations, and rest areas underscored the government’s concern for both physical and emotional well-being.
Service kits were distributed, and DMW teams conducted hospital visits to assist OFWs unable to attend the events. Outreach activities were also held at Bahay Kalinga shelters, providing immediate support to distressed workers and reaffirming the government’s commitment to their protection.
Post-activity assessments highlighted several best practices, including effective inter-agency coordination, guided orientations to streamline client flow, and extended service hours supported by volunteers. The integration of wellness services alongside administrative assistance further enhanced the overall experience, creating a supportive and welcoming environment for OFWs.
More caravan stops set for late 2025
Building on the initiative’s success, additional caravans are scheduled through December 2025 to reach more overseas Filipinos. Upcoming locations include Abu Dhabi, Hong Kong, Riyadh, Singapore, Dubai, Al Khobar, Phnom Penh, and Kuwait, with expanded coverage in Jeddah and nearby areas.
As the global Filipino workforce continues to grow, the OFW Serbisyo Caravan remains a long-term program aimed at bridging service gaps and maintaining direct engagement with overseas workers—affirming the government’s enduring commitment to its Bagong Bayani ng Mundo.
