The Department of Public Works and Highways (DPWH) has asked the Senate to reconsider 2026 budget reductions, citing the need to apply updated construction cost data to ensure accurate project costing and proper execution.
DPWH said the request focuses on securing authority to implement adjustments using the updated Construction Materials Price Data (CMPD) Special Issuance as part of its executive functions.
The department explained that the motion for reconsideration is intended to ensure the detailed process for applying the revised CMPD is strictly followed.
It warned that incomplete or inaccurate costing could make projects unimplementable, lead to underspending, and expose the government to potential legal and administrative issues.
To guarantee uniform compliance nationwide, DPWH has issued a Department Order requiring all regional and district engineering offices to follow a standardized workflow in adjusting pay items under the Programs of Work (POW).
This includes revising Approved Budgets for the Contract (ABCs) and submitting complete documentation along with quality assurance requirements before procurement.
DPWH assured both chambers of Congress that the updated CMPD will be strictly enforced across all regions.
Failure to comply could result in administrative sanctions under Civil Service and department rules.
Noncompliance may also lead to administrative or criminal liability under applicable laws.
