The Malabon City Government led a four-day strategic planning workshop in Talisay, Batangas, together with housing offices from Metro Manila, to strengthen housing programs in the National Capital Region (NCR).

The activity supports Mayor Jeannie Sandoval’s goal of providing safer and more dignified homes for Malabueno families.
“Isang mahalagang hakbang po para sa atin sa pamahalaang lungsod—sa pangunguna ng City Housing and Urban Development Department—ang lumahok sa aktibidad na ito upang higit pang palakasin ang ating mga programang pabahay para sa mga Malabueno (This is an important step for the city government—through the City Housing and Urban Development Department—to further strengthen our housing programs for Malabuenos),” she said.
“Tinitiyak nito na ang ating mga proyekto ay tugma sa tunay nilang pangangailangan. Ito ay bahagi ng ating pangako na ang bawat tahanan sa Malabon ay sabay-sabay na aahon (This ensures our projects match their needs. It is part of our promise to uplift every household in Malabon),” Sandoval added.
The City Housing and Urban Development Department (CHUDD) said the workshop, “Charting the Future 2025,” aimed to improve planning, align priorities, and address the growing challenges in urban housing.
Discussions covered issues such as rising population, limited land, rapid urbanization, and climate risks.
City Administrator and CHUDD head Dr. Alexander Rosete said Malabon continues to face significant pressures, especially among informal settlers.
“In Malabon, our realities mirror these regional pressures. As of September 2025, we have 22,273 Informal Settler Families, with 2,460 living along waterways (These challenges go beyond housing—they include safety, mobility, climate adaptation, and long-term resilience),” he said.
He added that the city has already taken “bold and tangible steps” to address urgent housing needs.
The event was attended by representatives from DHSUD, NHA, UP, OSEHDP, CCC, PPPCP, SHFC, Pag-IBIG, DILG, and PCUP. Local offices from the City Hall and officials from several NCR cities also participated.
The first part of the workshop focused on sharing best practices in housing programs, while the second part involved drafting CHUDD’s strategic plan with guidance from DHSUD and city planners.
“As we engage in these discussions, let us not forget the deeper purpose of our work (Housing is the foundation of dignity and the starting point of safety and opportunity),” Rosete said
“When we help families secure land, access services, or move away from danger zones, we are building futures,” he added.
Since 2022, Malabon has built four 11-story housing buildings that will provide 365 new homes.
The city also awarded Certificates of Entitlement for Lot Allocation to families in Barangays Longos, Catmon, Baritan, Tugatog, and Santulan.
A total of 775 families have been relocated to the St. Gregory Housing Project in Barangay Panghulo under the city’s in-city resettlement program.
City officials said Malabon remains committed to expanding safe and affordable housing for residents.
