House to start talks on anti-political dynasty bills early next year

The House Committee on Suffrage and Electoral Reforms is eyeing Jan. 13, 2026 as the start of its preliminary hearings on the proposed Anti-Political Dynasty Bill--one of the longest sought measures in the history of the legislature.
Committee chairman, Lanao del Sur 1st district Rep. Zia Alonto Adiong had this to say in a press conference Wednesday, Dec. 10.
Adiong says a lot of bills seeking a ban on political dynasties have been referred to his committee since the start of the current 20th Congress.
He foresees the swift passage of the measure since both the majority and the minority are both pushing for it.
The Mindanao lawmaker and "Young Guns" bloc member reiterated plans to involve the general public in the discussions on the proposed ban on political dynasties.
The existing 1987 Constitution has an express prohibition against political dynasties; however, it has never been enforced due to the absence of an implementing law. A major sticking point in attempts to legislate it has been the definition of a "political dynasty".
No less than Speaker Faustino “Bojie” Dy III rallied the House of Representatives on Nov. 10, when he listed the anti-dynasty bill as one of the priority measures he would like the lower chamber to pass, along with the bill institutionalizing the Independent Commission Against Infrastructure Corruption (ICAIC).
Reports said that Dy's own filing of the anti-dynasty bill was imminent, and that his bill will be made the template by the suffrage panel.
President Marcos, in a meeting of the Legislative Executive Development Advisory Council (LEDAC), identified both measures as priorities of his administration.
Another Young Guns solon, Manila 1st district Rep. Ernesto Dionisio Jr., said the President’s prioritization of the anti-dynasty measure “sends a very strong signal that Malacañang – the President – is really pushing for this".
"Malaki ang magiging influence niyan sa mga representatives that there is a big support from the President (The fact that there's a big support from the President will have a huge influence from the representatives)," he said.
He echoed Adiong’s sentiment for a thorough discussion of the subject about defining the concept of a dynasty and balancing the democratic ideal to give the electorate as many candidates for leadership positions.
“It is high time na magkaroon na nito (that we have something like this),” Dionisio said.
