Repower energy starts construction of 25-MW Pulangi IV facility

Listed renewable energy firm Repower Energy Development Corp. (REDC) is expanding its footprint in Mindanao, commencing construction on its recently acquired hydropower project along the Pulangi River.
In a disclosure to the Philippine Stock Exchange (PSE) on Tuesday, Dec. 9, REDC announced the groundbreaking of its 25-megawatt (MW) Pulangi IV hydropower facility.
The move comes just a week after the company acquired a 95 percent equity stake in the project from developer Maramag Hydropower Corp. (MHC).
Valued at ₱6.3 billion, the run-of-river project is set to harness the downstream section of the Pulangi River, near REDC’s other facility in the region, the 18.2-MW Pulangi hydro project.
The Pulangi IV facility is in the Municipality of Maramag, though a development timeline was not disclosed. Once operational, it is expected to boost Mindanao’s renewable energy (RE) capacity and provide stable, sustainable power to surrounding communities.
REDC President Eric Roxas said the company’s two recent Mindanao assets are catalyst for further development in the region.
“This groundbreaking represents the start of our second of several hydropower projects here, that will not only contribute clean and reliable energy to the Mindanao grid but will also support long-term regional development, in line with national energy goals,” Roxas stated.
The project is slated to generate 800 jobs during its development phase, prioritizing workers from Maramag and neighboring towns and cities within Bukidnon and Mindanao.
Last week, REDC purchased the majority stake in the project from MHC in an all-stock deal involving 32 million common shares, valued at ₱32 million.
The company also recently inaugurated the ₱4 billion Pulangi hydropower project, which spans parts of Valencia City and San Fernando in Bukidnon. That development is forecast to generate 130 gigawatt-hours (GWh) of power annually.
REDC’s first run-of-river facility in Mindanao is one of the initial projects qualified for the fourth round of the Feed-In-Tariff (FIT-4) system, with a preliminary rate of ₱6.38 per kilowatt-hour (kWh).
Beyond REDC’s developments, the existing Agus-Pulangi Hydropower Complex (APHC) is drawing increased private sector interest for its rehabilitation. The project aims to restore the lost capacity of several derated plants within the complex.
The Power Sector Assets and Liabilities Management Corp. (PSALM) confirmed it is evaluating two unsolicited proposals, including one from a consortium of unnamed developers, in accordance with the Public-Private Partnership (PPP) code.
If the proposals move forward, the complex could potentially restore its initial 1,001 MW capacity. The APHC is currently operating at only an estimated 300 MW to 400 MW.
