Ombudsman Jesus Crispin Remulla bared plans to create an Office of Ombudsman Marshal which will serve cyber warrants, secure evidence, enforce orders, protect investigators, and “ensure no one interferes with the work of justice.”
In his keynote speech during the 2025 Sikhay Laban sa Korapsyon (SiLaK) event in Pasig City, Remulla said the fielding of marshals is a "long overdue reform" that would ensure that they become more proactive in addressing corruption.
"The Ombudsman Marshal will be our modern enforcement arm -- precise, disciplined, and unafraid -- to confront corruption at the level it operates today," he said.
He added that with the help of the Philippine National Police (PNP), Department of Justice (DOJ), Department of National Defense (DND), Department of Information Communication and Technology (DICT), Anti-Money Laundering Council (AMLC), and the Sandiganbayan, the Office of the Ombudsman wants to build a firm and seamless partnership in enforcement.
“And with our civil society organizations, we seek not mere support but sharp research, independent analysis, and investigative insights that will assist in the creation of this office," he added.
The Supreme Court (SC) has its own Office of Judiciary Marshal (OJM) which was created in 2022 under Republic Act No. 11691 enacted in 2022.
The SC’s OJM provides security, safety, and protection to judiciary members, officials, and personnel, and property of all courts in the country, and the integrity of proceedings in all courts.
It operates under the direct control and supervision of the SC and is empowered to investigate threats, conduct lawful arrests and seizures, and assist in the enforcement of writs and court processes.
Also, the OJM -- headed by retired police general Manuel R. Gaerlan – is empowered to investigate crimes committed against members of the judiciary, as well as allegations of graft and corruption within the judicial system.
