Marcos wants passage of Anti-dynasty bill, Party-list System Reform Act, others ASAP

President Marcos has asked senators and congressmen to prioritize the passage of four proposed legislative measures, including the Anti-dynasty bill and Party-list System Reform Act.
Palace Press Officer and Communications Undersecretary Claire Castro announced on Tuesday, Dec. 9, that Marcos has met with the Legislative-Executive Development Advisory Council (LEDAC) on Tuesday morning to direct them to pass the proposed measures as soon as possible.
"The President directed Congress to prioritize the following proposed legislative measures: Anti-dynasty bill, Independent People's Commission Act, Party-list System Reform Act, and Citizens Access and Disclosure of Expenditures for National Accountability (CADENA) Act to institutionalize transparency and accountability on public finance," Castro said.
"In a LEDAC Meeting this morning, the President also instructed both houses to take a closer look at the four bills, and prioritize the passage as soon as possible," Castro added.
The Anti-dynasty bill seeks to prohibit political dynasties. Under the bill, no person related within the fourth degree of consanguinity or affinity to an incumbent national elective official shall be allowed to hold or run for a national post.
The proposed Independent People’s Commission (IPC) Act seeks to create a commission to investigate anomalies in government infrastructure projects. It would have significant authority including the power to issue subpoenas, cite in contempt individuals, freeze assets and blacklist erring contractors to ensure accountability for corruption in infrastructure projects.
The Party-list Reform Act seeks to guarantee that the party-list system truly serves the many and empowers ordinary Filipinos to have a real say in their Congress.
Reforming the party-list system will also reduce, if not completely remove, opportunities for misuse and corruption within the system.
The CADENA Act, also known as the Blockchain the Budget Act, seeks to ensure that all government agencies will be mandated to upload and maintain budget-related documents—including contracts, project costs, bills of materials, and procurement details—in a Digital Budget Platform, making the process transparent and accessible to the public.
According to Castro, Senate President Vicente Sotto III; House Speaker Faustino Dy III; and Majority Leader Sandro Marcos and other congressional leaders were present during the meeting.
During the meeting, the LEDAC also agreed on the timelines for the passage of the General Appropriations Bill and the submission of the enrolled bill for the President's signature.

'Wide consultation'

Executive Secretary Ralph Recto said the President's request for the swift passage of the four priority bills must go through "wide consultation" and must be extended to groups of all political persuasions.
"The presidential request for congressional action on the four bills goes beyond their immediate passage but for wide consultation with all sectors so the best ideas can be incorporated in these reform legislation," Recto said in a statement on Tuesday.
"Given the importance and urgency of these bills, the invitation to participate in their crafting should be extended to groups of all political persuasions," Recto added.
He pointed out that "broad consultations result in better laws."
"It is only by canvassing views and opinions from as many sources as possible is the nation guaranteed of a law that reflects their interest," the Executive Secretary further said.

'Direction instead of distraction'

The move of Marcos to tag the four billls as priority arrives at a crucial time, when public frustration with old political patterns remains high, civic leader Jose Antonio Goitia said.
He stressed that by urging Congress to act, the President creates an opening for meaningful change.
Goitia further said that Marcos' pronouncement "reflects a clear and deliberate form of leadership that puts national interest above political comfort."
“Setting these reforms as a priority is a call to renew public trust. It shows a President willing to confront what others have long avoided," Goitia said.
He also said that by placing the Anti-dynasty Bill at the top of the legislative agenda, Marcos signals the readiness to address a structural issue at the heart of Philippine politics.
Fixing the party-list system in the country, through the proposed Party-list System Reform Act, "is essential to democratic integrity," he added.
The Chairman Emeritus of civic-oriented groups, including the Alyansa ng Bantay Kapayapaan at Demokrasya (ABKD), lauded Marcos' move saying, he "chose to focus on long-term institutional reforms rather than short-term political maneuvering," offering "direction instead of distraction."
