Mayor Isko orders release of over P143M for all Manila barangays

Manila Mayor Francisco "Isko Moreno" Domagoso on Monday, Dec. 8, ordered the release of over P143 million worth of long-pending budget items since two years ago for the city's 896 barangays.
Domagoso said the budget disbursement covers the Barangay Clearance Share from January 2023 to September 2025, the Barangay Development Fund for fiscal year 2025, and the 30 percent Real Property Tax (RPT) share of barangays mandated under the Local Government Code from July to November 2025.
The city government explained the Barangay Clearance Share represents revenues that barangays are legally entitled to receive under a city ordinance passed during the mayor's earlier term, which aligned the city with the Anti-Red Tape Act (ARTA) and the Ease of Doing Business law.
"Manila City Treasurer Atty. Paul Vega explained that once the city shifted to a full online business permit system through Go Manila, applicants no longer had to secure clearances directly from their barangays, resulting in centralized collections that accumulated but were not remitted for years," Domagoso said, adding that he had also authorized the release of the Barangay Development Fund set at P12,000 per barangay for the year 2025 and included in the approved city budget.
"While modest in amount, the allocation is expected to support basic operational needs and small-scale community programs across Manila’s 896 barangays," the mayor said.
"The release covering July to November 2025 is part of the city’s ongoing effort to normalize fund transfers and ensure that barangays can rely on predictable revenue flows for their frontline services," he added.
The City Treasurer’s Office said the combined releases across all six districts amount to more than P143 million as of October 30, 2025.
Earlier in September, Domagoso approved the disbursement of the 1st and 2nd quarter 2025 budget for all the city's barangays totaling P150,055,477.37.
"Masaya po ako para sa bawat barangay ng ating lungsod dahil magagamit niyo na rin sa kapakanan ng inyong barangay at mga nasasakupan ang budget na ito. Gamitin niyo po ito nang maayos (I am happy for every barangay in our city because you can now use this budget for the welfare of your barangay and constituents. Please use it well)," he noted.
