Branding Isabela 6th district Rep. Faustino "Bojie" Dy III as the leader that the House of Representatives needs, a total of 39 congressmen have expressed their continued support for him as House Speaker through a manifesto.

Leading the signatories to this manifesto was Bacolod City lone district Rep. Albee Benitez, a rumored Speakership contender at the beginning of the current 20th Congress and a known power broker in the Visayas bloc.

"What the House needs today is leadership that understands that institutions are strengthened not by force, but by example. Speaker Dy has been clear from the beginning: the work of rebuilding the House starts with acknowledging that reforms are necessary and that public service requires moral courage," the three-page document read.

"He has shown a willingness to confront inconvenient truths and to insist that accountability is not optional, not negotiable, and not selective. This is the kind of leadership that aligns with the values of the Visayas," it added.

The Visayan bloc’s declaration added to the earlier support declared by 30 Metro Manila district representatives, 67 Mindanao bloc members, 39 Northern Luzon Alliance solons, and 44 members of the Party-list Coalition Foundation Inc. (PCFI) for Dy.

In their manifesto, the Visayan lawmakers says the House is at a moment that demands moral recovery, humility, and the courage to confront uncomfortable truths.

"The flood-control corruption scandals have cast a long shadow over the House. In times like these, the institution needs a Speaker who enters this work with clean hands-and who is unafraid to insist that those responsible must be held to account," they said, referring to the infrastructure projects mess that has dominated public discourse this year.

“Speaker Dy has no involvement, no stake, and no entanglement in the controversies that have shaken public confidence. His distance from these scandals is not merely a personal advantage—it is an institutional necessity," they said.

The bloc inssited that the 300-plus strong lower chamber "cannot hope to regain credibility if the person leading its reforms is compromised by the very wrongdoing we aim to confront".

“Speaker Dy has opened the doors to accountability. He has encouraged transparency. He has signaled that no one is above the process,” the group said.

“These are not easy decisions. But they are the right ones—and the Visayan Bloc believes the House must stay on this path,” they added.

The Visayan bloc further said it stands united “for moral recovery, for accountability, and for a House worthy of the trust of our people".

“With full responsibility to our constituents and fidelity to our oath, we declare our support for Speaker Faustino ‘Bojie’ G. Dy III and the reforms he has set in motion. We believe that under his leadership, the House can restore its moral compass, reclaim its credibility, and return to its duty of serving the Filipino people with integrity,” they said.

Presidential son Ilocos Norte 1st district Rep. Sandro Marcos, the majority leader of the 20th Congress, had earlier expressed his support for Dy.
