Negros Occidental LGU bans workers from creating social media content while on duty

BACOLOD CITY – The municipal government of Toboso in Negros Occidental has banned government officials and employees from creating social media content during office hours and within all local government unit (LGU) premises.
In a memorandum issued on Dec. 4, Mayor Richard Jaojoco said that the policy supports the LGU’s mandate to uphold professionalism, integrity, and high standards of public service.
The directive prohibits filming, recording, editing, or posting content for TikTok, Facebook, Instagram, and similar platforms during office hours, including break times, inside government buildings, workstations, and any LGU-controlled areas.
The prohibition also covers areas within LGU offices, hallways, conference rooms, and public service areas, using government property such as desks, computers, vehicles, and equipment as props or backgrounds for personal content.
Jaojoco explained that the move seeks to curb unprofessional behavior, misuse of government time, and unauthorized use of government facilities as backdrops for personal or entertainment content.
It also aims to prevent accidental exposure of confidential documents and minimize workplace disruptions that hinder productivity and affect the LGU’s public image.
He reiterated that government work requires discipline, accountability, and proper conduct, noting that creating personal social media content while on duty is incompatible with ethical expectations in public service.
Employees who violate the policy will face administrative sanctions in line with civil service regulations and LGU rules.
Department heads and supervisors were instructed to strictly implement the directive and promptly report any breaches.
“Your full cooperation is expected as we strive to maintain a professional workplace and preserve the integrity of public service,” Jaojoco said.
