Alice Guo now detained at Correctional Institution in Mandaluyong City

Former mayor Alice Leal Guo of Bamban, Tarlac has been transferred to the Correctional Institution for Women (CIW) in Mandaluyong City from the Pasig City jail after her conviction last Nov. 20 for qualified human trafficking.
Aside from Guo, also transferred to the CIW – a prison facility of the Bureau of Corrections (BuCor) -- last Friday night, Dec. 5, were Jaimielyn Santos Cruz and Rachelle Joan Malonzo Carreon.
They and five other accused -- Walter Wong Rong, Wang Weili, Wuli Dong, Nong Ding Chang, and Lang Xu Po – were sentenced to life imprisonment and ordered to pay a fine of P2 million in a decision handed down last Nov. 20 by Pasig City Regional Trial Court (RTC) Judge Annilyn Medes-Cebelis.
The transfer to the CIW of Guo, Cruz and Carreon was ordered by Judge Medes-Cebelis.
They were escorted by officers from the Bureau of Jail Management and Penology (BJMP) headed by Chief Insp. Jean Olive Unciano, warden of the Pasig City Jail Female Dormitory. They arrived at the Reception and Diagnostic Clinic (RDC) of the CIW at 10:17 p.m. last Friday.
CIW CT/Supt. Marjorie Ann Sanidad said that Guo, Cruz, and Carreon will have to be quarantined for five days at the RDC to undergo a thorough medical examination.
Thereafter, Sanidad said they will be transferred to the RDC's regular dormitory where they will stay for another 55 days and undergo mandatory orientation, diagnostics, and qualification.
After completing the 60-day process at the RDC, they will be transferred to their assigned regular dormitory at the Maximum-Security Camp since they were sentenced to life imprisonment.
BuCor Director General Gregorio Pio P. Catapang Jr. explained that the 55-day assessment period following the five-day quarantine is very important to help determine the psychological and physical needs of newly-committed persons deprived of liberty (PDLs), as this information will be used to create an individualized treatment plan or program.
Catapang also said that the RDC provides orientation programs and educational sessions aimed at helping new PDLs adjust to the correctional environment while understanding their rights and the facility’s rules.
Guo was the subject of investigations because of her involvement in illegal gambling and other criminal activities. The Office of the Ombudsman issued a six-month preventive suspension order against her in June 2024.
The suspension was ordered after the Department of Interior and Local Government (DILG) filed graft charges against her due to her reported connections with Philippine offshore gaming operations (POGO) activities in her municipality. She was ordered dismissed by the Ombudsman on Aug. 13, 2024.
Later, Guo and her co-accused were charged with qualified human trafficking.
