Rewriting our future

The latest call from local and foreign business leaders—delivered during the first public consultation of the House Committee on Constitutional Amendments—should prompt the nation to confront a reality that some believe is too uncomfortable to handle: the Philippines cannot compete in a tightly knit global economy with outdated economic policies, fragile institutions, and political structures designed for a different era. Even as debates on Charter change intensify, the broader challenge is clear: modernization must be comprehensive, not piecemeal; bold, not cosmetic; strategic, not impulsive.
Congress bears the heaviest responsibility here. Restrictive economic provisions—rooted in fears of foreign domination rather than grounded in present global realities—are undeniably barriers to growth, capital, and technology. But constitutional amendments alone are insufficient. Lawmakers must pair reform with equally urgent legislation to cut power costs, streamline logistics, rationalize incentives, protect intellectual property, and support manufacturing revival. Equally vital is strengthening the political system: institutionalizing political parties, regulating campaign finance, and reducing patronage-driven politics. Modern economies thrive on predictability, coherence, and transparency—traits impossible without disciplined, program-oriented political parties.
Yet the private sector must not stand as a mere commentator and critic waiting for government action. Businesses must deepen their role in nation-building: invest in long-term manufacturing instead of quick-turnaround ventures; adopt global standards in labor welfare and green operations; support research and development; and nurture local supply chains. They can help design specialized training programs with schools, fund start-up ecosystems, and mentor MSMEs—the backbone of national employment. Beyond lobbying for friendlier policies, they must demonstrate genuine commitment to shared prosperity.
In this endeavor, every Filipino has a crucial role to play—one that goes beyond voting every three years. Each one of us must bear in mind that our economic and political culture is shaped daily by the choices we make: demanding accountability, rejecting patronage, valuing competence over celebrity, and supporting enterprises that uphold fair labor and environmental standards. Engagement need not be grand. It can be as simple as choosing credible leaders, participating in community discussions, learning new skills to meet modern industry needs, or calling out disinformation that corrodes democratic life.
Modernization is not all about a technical shift. There has to be a cultural transformation to fully embrace it and realize its potential.
As we rethink our systems and policies, we need not reinvent everything from scratch. Countries like Singapore offer lessons on regulatory efficiency, long-term planning, and political discipline. South Korea shows how a nation can transform from an agrarian economy to a technological powerhouse through industrial policy, innovation, and education reforms. Vietnam demonstrates how strategic openness to foreign investment, combined with targeted domestic reforms, can create explosive growth within a generation. None of these models can be copied wholesale as they arise from different eras. But their principles can inspire our own path: meritocracy, investment in human capital, policy consistency, and an unrelenting focus on competitiveness.
Ultimately, modernization is never tantamount to surrendering sovereignty or sacrificing Filipino interests. It’s all about empowering the nation to compete, attract investments, create quality jobs, and ensure opportunity reaches every corner of the archipelago.
Charter change may be one pathway to the future. But the future itself will be built by all of us—government, business, and citizens—acting with courage, clarity, and a shared ambition and responsibility to finally claim the progress we all have been longing for.
We can attain progress, only if we act collectively, responsibly, and with a sense of discipline and urgency. Let’s all join hands in helping rewrite our future.
