Proposed P2,000 support allowance for PWDs to help correct 'unfair system', says Vargas

House Deputy Majority Leader Quezon City 5th district Rep. PM Vargas renewed his push for the passage of his measure, which would institutionalize a universal monthly disability support allowance of P2,000 for all persons with disabilities (PWD).
This proposal is embodied in House Bill (HB) No.3770 or the Disability Support Allowance for Persons with Disabilities Act.
As per the bill, the P2000 allowance will be provided to beneficiaries regardless of their employment status or income level.
Vargas sees this as a concrete step toward addressing long-standing socioeconomic barriers.
‘Hindi pantay ang lipunan, lalo na para sa mga persons with disability. Kaya tungkulin nating isa-isahin at ayusin ang mga bagay na naglalagay sa kanila sa dehado. Hindi man agad-agad pero sisikapin nating maituwid ang sistemang matagal nang hindi patas," he said.

HB No.3370 also provides for strict safeguard mechanisms, the imposition od penalties and sanctions on those who falsify or misuse PWD IDs to access benefits, and ways to ensure that the allowance is reserved for legitimate PWDs.
Vargas noted that while government interventions for PWDs have gradually expanded—from medicine discounts to priority privileges—Filipino PWDs continue to face systemic barriers that require sustained, institutionalized support.
“We have made significant leaps for our Filipino PWDs. Pero hindi dapat dito nagtatapos. We move forward, step by step, until the playing field becomes truly equal for all," said the House leader.
Originally filed in the previous Congress, and now pending before the House Committee on Person with Disabilities, the measure is among Vargas’ long standing -advocacies.
He expressed hope that the P2,000 support allowance will be enacted within the 20th Congress. He called on his fellow legislators to back reforms that uplift and protect the PWD community.
“Our PWD community deserves not just privileges, but true equity and long -term protection," Vargas said.
