'Hindi pa siya lusot': De Lima says group already prepping new impeachment complaint vs VP Duterte

Mamamayang Liberal (ML) Party-list Rep. Leila de Lima has confirmed this early that there's at least one group that's readying a new impeachment complaint against Vice President Sara Duterte.
"May grupo na na ganun ang plano. Naghahanda na, nag-iisip na, nagpe-prepare na (There's already a group with such plan. They're readying it, thinking about it, and preparing) for possible filing of another. of a new impeachment complaint," De Lima said in a chance interview with reporters Thursday, Dec. 4.
"Because there are available materials. Nandyan pa rin mga complaints sa confidential funds (The complaints on confidential fund misuse are still there) and other causes of action for impeachment," said the House deputy minority leader.
"There may be other grounds that may be filed against the Vice President, other evidence against the Vice President," noted De Lima, a former senator and Department of Justice (DOJ) secretary.
"One thing is clear, one thing is sure, one thing is---we know that--na hindi pa siya lusot (she's not off the hook)," she underscored.
Vice President Duterte was impeached by House members during the previous 19th Congress. The House's impeachment complaint was sent to the Senate last Feb. 5, 2025.
But the Supreme Court (SC) later declared the impeachment rap unconstitutional due to a violation of the one-year bar rule when it comes to such complaints. The Feb. 5 complaint was actually the fourth one filed against Duterte dating back to December 2024.
With the SC ruling, the earliest date on which a new impeachment complaint could be filed against Duterte is Feb. 6, 2026.
"Wala pang closure sa mga serious issues of accountability niya. Notwithstanding na-divert na nga yung atensyon ng sambayanan sa kanyang pananagutan gawa nitong mga issues na ito sa corruption scandal sa infrastructure projects," De Lima said of the Vice President.
(There is still no closure regarding her serious issues of accountability. Notwithstanding that the attention of the people has already been diverted from her responsibility because of these issues in the corruption scandal in the infrastructure projects.)
"Pero hindi dapat isipin na lusot na yung ating Bise Presidente. Hindi po dapat ganun ang ating magiging attitude kasi wala naman dapat pinipili ang accountability of public officers," she pointed out.
(But our Vice President shouldn't be considered off the hook. That should not be our attitude because accountability of public officers makes no distinction.)
De Lima stressed: "The principle of accountability of public officers sa Saligang Batas natin ay wala po dapat yan pinapalusot (The principle of accountability of public officers in our Constitution should never exempt anybody)."
The alleged misuse of P612.5 million worth of confidential funds by the Office of the Vice President (OVP) and Department of Education (DepEd)--two offices that had been controlled by Vice President Duterte--was among the grounds for impeachment cited by the 19th Congress solons.
The SC.struck down the complaint before the Senate could begin its impeachment trial on Duterte.
