Recently, Mandaluyong City Mayor Menchie Abalos personally received the award from DILG-NCR after the city was named one of four cities to secure first place, obtaining a score of 99.5. The score reflected the Sanggunians’ strong legislative performance, improved systems, and policy measures that continue to benefit their residents.
Abalos thanked the Mandaluyong City Council and the people for their unity and continued efforts in passing relevant laws and ordinances.
Makati City was also recognized for the same award after obtaining the same score.
Meanwhile, Pasig and San Juan, which both earned 97.5, tied for second place, showing notable strides in strengthening legislative processes.
“Together, these Sanggunians exhibited remarkable improvement across the LLA indicators,” the DILG-NCR said.
The DILG also recognized Pasig and Marikina as among the seven exemplary local government units (LGUs) in the National Capital Region (NCR) during the 2025 National SubayBAYANI Awards held on Nov. 26 at the Manila Hotel in Ermita, Manila.
As Pasig was recognized as one of the top-performing cities, DILG noted, “In its commitment to transparent and accountable governance, the City of Pasig pursued the improvement of the Mega Dialysis Center through the Public-Private Partnership for the People (P4) initiative.”
It added that this initiative expands the city's hemodialysis services by equipping its healthcare facilities with additional dialysis machines and modern renal care technology. The upgraded health system also improves access to essential medication and life-saving treatment for residents living with chronic kidney disease.
The awarding ceremony provides recognition to outstanding LGUs in the country that have set the benchmark for excellence in infrastructure and project monitoring.
“These LGUs demonstrated best practices in their local programs by ensuring timely implementation, strict compliance, and active citizen participation,” it explained.
The award was given by DILG Undersecretary for Local Government and Chairperson of the National Assessment Board Marlo L. Iringan, Assistant Secretary and Co-Chair of the National Assessment Board Ester A. Aldana, and Office of Project Development Services (OPDS) Director Alfonso A. Maralli Jr.
