The Philippine Charity Sweepstakes Office (PCSO) emerged as the top-performing Government-Owned and Controlled Corporation (GOCC) for 2024 after securing the highest score in the Governance Commission for GOCCs (GCG) performance evaluation, achieving a rating of 100.63 percent, the agency announced on Monday, Dec. 2.
At the awards ceremony in Parañaque City, PCSO outperformed other high-ranking GOCCs recognized for exemplary governance and service delivery.
The GCG named Mactan-Cebu International Airport Authority as second with 100.16 percent, followed by PAGCOR in third place with 99.92 percent.
Other awardees include the Clark International Airport Corporation, Land Bank of the Philippines, Landbank Countryside Development Foundation, Metropolitan Waterworks and Sewerage System–Regulatory Office, National Tobacco Administration, and the Social Security System.
In a statement, PCSO said its score reflects its “commitment to operational excellence, transparency, and delivering impactful public service to Filipinos nationwide.”
The agency recorded strong results across key performance indicators set by the GCG, including social impact, sustained and increased revenues, collection efficiency, budget utilization, customer satisfaction, improved process efficiency, ISO certification, human resource development, and advancements in technology.
PCSO said it also earned an additional point for full compliance with Republic Act No. 9710, or the Magna Carta of Women, through strengthened Gender and Development (GAD) programs — raising its overall score above 100 percent.
PCSO Chairman Felix Reyes, General Manager Melquiades A. Robles, and members of the PCSO Board of Directors accepted the award during the ceremony.
Robles said the recognition reinforces the agency’s mission to deliver responsive public service.
“There is no greater motivation a government agency can have than putting its heart and soul into charity and public service. But this recognition inspires us more to work even harder and uphold a culture of excellence in serving the people,” he said.
PCSO’s trajectory has steadily climbed over the last three years — from 56.3 percent in 2021, rising sharply to 92.03 percent in 2022, a performance that earned the agency the Most Improved GOCC Award, before reaching 98.01 percent in 2023 when it was named among the Top 10 GOCCs.
Earlier this year, PCSO also received the 2024 Gender and Development Award from the Philippine Women’s Commission and placed as First Runner-Up in the Freedom of Information (FOI) Champion Awards under the GOCC category. The GCG likewise recognized Robles as one of its three Leadership Award Finalists for 2024.
