House of Representatives members have collectively put their foot down on Cavite 4th district Rep. Francisco "Kiko" Barzaga for actions considered "disorderly" and "unbecoming" of a congressman.
This, after the plenary voted 249-5-11 (yes-no-abstain) on late Monday afternoon, Dec. 1 to impose a 60-day suspension without pay to the self-proclaimed "congressmeow" and rage-baiter extraordinaire.
4Ps Party-list Rep. JC Abalos, chairman of the House Committee on Ethics and Privileges, gave the recommendation for such penalty in relation to the ethics case filed by 29 congressmen last September.
The complainants--all members of National Unity Party (NUP)--were led by Deputy Speaker Antipolo City 1st district Rep. Ronaldo "Ronnie" Puno. The NUP is Barzaga's former political party.
Abalos' recommendation is contained in Committee Report No.28, which he sponsored during plenary session Monday afternoon.
Senior Deputy Speaker South Cotabato 2nd district Rep. Ferdinand Hernandez declared the panel recommendation as adopted following the results of nominal voting.
"The committee finds respondent, Rep. Kiko Barzaga of the 4th district of Cavite guilty of disorderly behavior by violating Section 141-A rule 20 of the rules of the House of Representatives; 4C of RA (Republic Act) No.6713 or the Code of Conduct and Ethical Standards for public officials and employees; and by engaging conduct unbecoming of a member of the House," said Abalos.
"After a thorough deliberation on the case, the committee finds that the actions of Rep. Barzaga in posting incendiary social media content through his Facebook accounts, and in retaining and failing to remove publicly viewable, inappropriate, and indecent photos to be unparliamentary and unbecoming of a House member," he noted.
Abalos said that "Taken in their entirety, the actions of Rep. Barzaga bring contempt, discredit, and disrepute to the name of the House of Representatives."
"His actions reflected negatively upon the dignity, integrity, and reputation of the House of Representatives as an institution of the members of the House individually, and collectively."
The ethics panel's penalty also comes "with a stern warning that repetition of similar misconduct will result to a more disciplinary action".
Barzaga told to take down posts
"In addition Mr. Speaker, the committee recommends that the respondent Barzaga be directed to remove all 24 social media post-subjects of this case, within 24 hours from adoption of this report in the plenary," Abalos said.
Abalos ended his sponsorship with an advice that could have benefitted Barzaga earlier, had he heard it.
"As trustees of the people, we are expected to conduct ourselves in a manner that would reflect the dignity of our position in society and in public service. Let us be more circumspect in our acts and words and be mindful of the high standards of propriety required of us as legislators."
The suspension order is effective immediately. However, Barzaga's staff aren't included in the suspension and will continue to work and receive pay.
Barzaga, 27, resigned from the NUP in early September. Since then, the gen Z solon has turned his Facebook accounts into his personal political platform. He keeps on posting insults and tirades against President Marcos and other high-ranking government officials while packaging himself as a white knight against corruption.
More recently, Barzaga accused the (PCG) of being a corrupt agency and called for its abolition. Without any evidence, he claimed that the PCG was pulling the Philippines closer to World War III.
For Abalos, Barzaga's main defense during the ethics committee's hearings--that he was only exercising his freedom of expression--wasn't absolute, and that the panel was mainly concerned with disciplining him based on what is expected of a congressman.
The 4Ps Party-list lawmaker also pointed out that Barzaga never denied any of his posts.
"I wholeheartedly accept the decision of th committee," Bazaga said in plenary even before the nominal voting began.
