Marcos administration set to finish three flagship infra projects in 2025—DEPDev
Three big-ticket infrastructure flagship projects (IFPs) are projected to be completed by the end of the year under the Marcos Jr. administration, a Department of Economy, Planning, and Development (DEPDev) official announced, as the Build Better More (BBM) initiative goes on despite the corruption scandal involving “ghost” and substandard flood-control infrastructure projects.
As of the third quarter of 2025, the administration has a total of 209 IFPs in the pipeline, with a combined project cost of ₱10.52 trillion, the latest DEPDev data showed.
For the three projects nearing completion, “all are expected to be completed within the year,” said DEPDev Undersecretary for investment programming group Joseph Capuno at DEPDev’s year-end press chat on Monday, Dec. 1.
The three IFPs are Central Luzon Link Expressway (CLLEX) Phase 1, North Luzon Expressway (NLEX)-South Luzon Expressway (SLEX) Connector Road, and Bucana Bridge.
Among the IFPs in the pipeline, Capuno emphasized that physical connectivity accounts for a large number—140 projects—with a total cost of ₱8.993 trillion, followed by water resources with 32 projects worth ₱821.09 billion, agriculture with nine projects totaling ₱213.67 billion, and health with nine projects costing ₱95.72 billion.
Other IFP sectors include digital connectivity with six projects worth ₱89.79 billion; power and energy with three projects totaling ₱60.72 billion; education with two projects costing ₱34.53 billion; housing with two projects worth ₱17.16 billion; and other infrastructure with 10 projects totaling ₱195.32 billion.
He added that among these IFPs, seven were completed in 2023 to 2024 at a total cost of ₱68.65 billion: Arterial Road Bypass Project Phase 3; Pasig-Marikina River Channel Improvement Project Phase 5; Integrated Disaster Risk Reduction and Climate Change Adaptation Measures in Low-Lying Areas of Pampanga; the Philippines Covid-19 Emergency Response Project; Samar Pacific Coastal Road Project; Flood Risk Improvement and Management Project for Cagayan de Oro River; and Panguil Bay Bridge Project.
Capuno also reported that among the remaining 209 projects, 79 projects worth ₱4.071 trillion are still ongoing, with 40 scheduled for completion by 2028 and 39 planned for completion beyond 2028. Meanwhile, 31 projects totaling ₱1.503 trillion include nine slated for completion by 2028 and 22 beyond 2028.
The remaining projects include eight awaiting government approval, accounting for ₱283.72 billion; 44 under project preparation, totaling ₱2.033 trillion; and 40 in the pre-project preparation stage, valued at ₱2.559 trillion.
