The Philippine Red Cross (PRC) on Saturday, November 29, announced a full-scale operational readiness plan ahead of the second “Trillion Peso March for Truth and Accountability,” as tens of thousands are expected to converge at the Quirino Grandstand in Manila and the EDSA Shrine in Quezon City.
In a statement, the PRC said it will mobilize medical teams, ambulance units, welfare services, and emergency responders to help ensure public safety throughout the large-scale public assembly.
Protect life and preserve dignity
The PRC emphasized that its mandate includes providing life-saving assistance during mass gatherings and supporting humanitarian needs on the ground.
PRC Chairman and CEO Richard J. Gordon reaffirmed the organization’s commitment to public service during nationwide mobilizations. “Our role on Sunday will be simple but vital. We are there to protect life and preserve dignity,” he said.
“Whether people come together to celebrate or to speak out, the Red Cross will always be ready to respond with compassion and humanity to those who may need assistance,” Gordon added.
Ambulances, first aid stations, emergency tents on standby
To support the expected crowd, the PRC has placed all ambulance units across the National Capital Region on high alert and activated a coordinated response covering Mega Manila.
Eight ambulance units will be deployed to critical areas:
Quirino Grandstand (Manila) – 4 units: two from the PRC Manila Chapter, one from the National Headquarters (Port team), and one from the PRC Pasay Chapter
People Power Monument / EDSA Shrine (Quezon City) – 4 units: two from the PRC Quezon City Chapter, one from the National Headquarters (Tower team), and one from the PRC Rizal–San Juan City Branch
The PRC said first aid stations will be set up around both venues to treat minor injuries and health concerns.
Moreover, the PRC Health Services and the PRC Quezon City Chapter will operate a 10-bed Emergency Medical Tent for patients requiring closer observation or additional medical care.
Welfare, blood, and safety services activated
The PRC said its Welfare Services will deploy welfare desks for psychosocial support and assistance in hospital referrals.
Blood Services will ensure a sufficient blood supply for any emergency transfusion requirements.
The PRC Operations Center and Safety Services teams will also conduct real-time monitoring of developments on the ground to guarantee fast coordination among deployed units.
Ten additional volunteers from the National Headquarters will be on standby to reinforce teams if the situation escalates.
Always ready
In an interview with DZBB on November 28, PRC Secretary General Dr. Gwen Pang reiterated the organization’s readiness for the “Trillion Peso March.”
“Handa po ang aming PRC teams. Bukas ng gabi (29 November) po ang simula ng set-up namin sa iba’t ibang location hanggang Sunday (30 November). Tuloy-tuloy po ang pagbibigay-serbisyo ng PRC (Our PRC teams are prepared. Tomorrow evening [29 November] we will begin setting up at various locations until Sunday [30 November]. The PRC will continuously provide services),” Pang said.
Heightened readiness
The November 30 mobilization follows the first “Trillion Peso March” held on September 21, where tens of thousands joined protests against corruption. PRC teams also provided medical care, transported patients, and assisted in safety operations during the protest.
For the upcoming rally, the PRC said ambulance crews will position themselves near high-density zones for rapid transport, first aid teams will prepare for heat-related or crowd-related medical cases, and welfare officers will work closely with partner hospitals and local agencies to maintain smooth referral systems.
PRC urges public to stay safe
The PRC will maintain heightened readiness throughout the rally and is prepared to scale up operations if needed.
