NBI to conduct parallel probe on Bucol murder
Bounty for killer, mastermind reaches P5.5 M

DAVAO CITY – The National Bureau of Investigation (NBI) will conduct a parallel investigation on the killing of a village chief in Digos City, Davao del Sur province this week, lawyer Israelito Torreon said Friday.
“I just got confirmation that the NBI Director will issue an order within the day that it will conduct its own parallel investigation vis-a-vis the killing of Tres de Mayo, Digos City Barangay Captain Dodong Bucol and possibly lead the multi-agency crime investigation per our request to the authorities,” Torreon announced in his Facebook account.
Torreon, one of the legal counsels of the Partido Demokratiko Pilipino (PDP)-Laban, wrote a letter
to NBI officer-in-charge Angelito Magno on Nov. 26 requesting them to conduct a parallel investigation on the killing of Barangay Tres de Mayo Chairman Oscar Bucol Jr. on Tuesday night, Nov. 25.
Bucol, a member of the PDP-Laban, was shot while live streaming live in his Facebook page. He was taken to a hospital where he was declared dead from a bullet wound in the chest.
Torreon asked the NBI’s assistance due to their expertise in digital forensics, cyber-investigation, ballistic analysis, crime scene reconstruction, and examination of electronic communication trails and the presence of livestream footage, online threats, and digital records surrounding the case.
“It’s not casting doubt to the PNP but we would like a separate but a parallel investigation,” Torreon said.
He said that the NBI will significantly strengthen the credibility of the investigation process.
Initial police investigations revealed that among the three persons of interest is Police Lt. Col. Glenn Ipong, acting chief of police of Digos City at the time of the incident.
Police Regional Office-11 chief Police Brig. Gen. Leon Rosete relieved Ipong from his post to pave the way for an impartial investigation.
Rosete issued the directive after learning that Ipong was among those tagged in the killing of Bucol.
He added that the police investigators are looking at all possible motives in the killing of Bucol such as personal grudge and politics.
Rosete said that personal grudge could be the main motive of the killing based on the recent Facebook posts of Bucol where he had some heated exchanges with some individuals.
Bucol criticized some local government officials who are said to be involved in anomalous government-funded infrastructure projects.
Police said these Facebook posts may have earned the ire of certain individuals.
P5.5-M bounty
Meanwhile, the reward for the arrest of the killer and mastermind behind the killing of Bucol has reached P5.5 million.
On Thursday, acting Davao City Mayor Sebastian Duterte offered P1 million. He visited the wake of Bucol on Friday morning.
The Brillantes family from Monkayo town in Davao de Oro province offered P500,000.
Vice President Sara Duterte, Davao del Sur Gov. Yvonne Cagas, former Davao Occidental Gov. Claude Bautista, and Bucol's family offered P1 million each.
Torreon denied reports that Sen. Ronald dela Rosa has also offered a P1-million reward.
