The Independent Commission for Infrastructure (ICI) said Friday, Nov. 28, that the livestreaming of its hearings on the anomalous flood control projects will be done via YouTube.
ICI Executive Director Brian Hosaka says the body is now ready to air live its proceedings, although it is still awaiting resource persons who will actually be willing to livestream his or her testimony.
"We're just waiting for any hearing that will be livestreamed... We've done our testing already and it's working," he told reporters.
So far, six resource persons who were expected to have their respective hearings livestreamed since the release of ICI's new guidelines refused such and instead requested for executive sessions.
These were congressmen Arjo Atayde of Quezon City's 1st district, Dean Asistio of Caloocan City's 3rd district, Reynante Arrogancia of Quezon City's 3rd district, Odie Tarriela of Occidental Mindoro's lone district, Marivic Co-Pilar of Quezon City's 6th district, and Patrick Michael Vargas of Quezon City's 5th district.
Hosaka said the basis of their granting the executive session requests were provided for by their guidelines, which were also based on existing laws and Supreme Court (SC) decisions.
"Kasi gusto namin ibalanse 'yung karapatan ng taumbayan to information, at the same time, the individual rights of our resource person or kung sinuman ang kanilang mamementiomn sa kanilang testimony (It's because we want to balance the people's rights to information, and at the same time, the individual rights of our resource person or whoever they mention in their testimony)," he said.
"So we're very careful about that," Hosaka added.
